Groundbreaking ceremony of Tri An Hydropower Plant Expansion

On the morning of August 19, 2025, in Tri An Commune, Dong Nai Province, Vietnam Electricity (EVN) held a groundbreaking ceremony for the Tri An Hydropower Plant Expansion Project. This is one of 250 projects and works commenced or inaugurated by the Government at 80 locations nationwide to celebrate the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Attending the ceremony were Senior Lieutenant General Nguyen Truong Thang - Member of the Party Central Committee, Deputy Minister of National Defense; Ms. Phan Thi Thang – Deputy Minister of Industry and Trade. Representing Đong Nai Province were Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee. From EVN’s leadership were Mr. Cao Quang Quynh - Member of the Board of Directors, and Mr. Pham Hong Phuong - EVN’s Vice President.

The Trị An Hydropower Plant Expansion Project, located in Tri An Commune (formerly Hieu Liem Commune, Vinh Cuu District), Dong Nai Province. The Project has been approved by the Prime Minister under the National Power Development Plan for 2021-2030, with a vision to 2050. The project is invested in by EVN and directly managed by the Power Project Management Board 3 (EVNPMB3). The project has a total investment of nearly VND 4,000 billion, with an installed capacity of 200MW (2 units, each with a capacity of 100MW). Major works include: intake canal, intake structure, penstock, powerhouse, tailrace channel, and access road. The project’s financing sources comprise approximately 30% equity arranged by the investor and about 70% commercial loans from KfW Development Bank and BIDV.

Planned schedule: Unit 1 is expected to generate power in Q3/2027, Unit 2 in Q4/2027, with the work’s full completion in Q4/2027. The plant’s average annual generation is about 113 million kWh. Once in operation, the project will enhance capacity mobilization capability for the Southern region load, particularly during peak hours; improve system operation efficiency and reduce overall generation costs of the national power system; maximize water flow utilization and contribute to CO₂ emission reduction; and reduce the operating load of the existing generating units, thereby extending the lifespan of the equipment.

Earlier, in December 2024, EVN had commenced construction of the Hieu Liem Bridge - an important component serving the Tri An Hydropower Plant Expansion Project. The bridge is 249.5 meters long and 9 meters wide, classified as a level II work. In addition to transporting materials and equipment during construction, the bridge will, upon project completion, continue to serve residents, enhancing connectivity and promoting socio-economic development in the area.

The Tri An Hydropower Plant was originally constructed in the 1980s with comprehensive support from the former Soviet Union. The Tri An Hydropower Plant is the final step in the hydropower cascade on the Dong Nai River system. Tri An Hydropower Plant completed all four generating units in 1991, with a total designed capacity of 400MW. In addition to generating electricity for the national grid, the Trị An Hydropower Plant also serves the functions of ensuring water supply for domestic use and agriculture, controlling salinity, and regulating floods.
