Lang Son Province and EVN collaborate on transmission projects

On April 8th, at the Lang Son Provincial People's Committee, provincial leaders held a meeting with the Vietnam Electricity (EVN) and its member units to discuss the investment and construction of power projects aimed at ensuring power supply for the locality.

Attendants at the working session, for the Lang Son province side,  included Ms. Doan Thi Hau – Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Nguyen Canh Toan – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, along with leaders of various departments and agencies.

Those attending the working session, for the EVN side, included Mr. Dang Hoang An – Chairman of the Board of Directors, Mr. Pham Hong Phuong – Vice President, along with leaders of the National Power Transmission Corporation (EVNNPT) and the Northern Power Corporation (EVNNPC).

Currently, the power system in Lang Son province is supplied from the Lang Son 220kV Substation (375MVA capacity) and 110kV lines connecting with Bac Ninh, Cao Bang, and Quang Ninh provinces; it also receives power from several power plants in the region. The transformers and transmission lines are operating stably, meeting the load demand well, with the load level remaining low compared to the rated capacity.

However, according to the plan, the province is developing many industrial zones and clusters with an estimated capacity demand of nearly 700MW. In addition, the province is also actively attracting investment in renewable energy projects, especially wind power, which are expected to be operational between 2026 and 2030.

To meet development needs, Lang Son province requested EVN and EVNNPT to promptly implement three key projects: the Huu Lung 220kV substation; the Cao Bang – Lang Son 220kV transmission line; and the Dong Mo – Son Dong 220kV transmission line. Simultaneously, they requested the development of a synchronized power grid development roadmap in accordance with the plan to alleviate capacity constraints from power sources and facilitate the commercial operation of these projects.

The province also requested EVN to propose to the Ministry of Industry and Trade and the Prime Minister to add the Huu Lung 220kV substation to the revised Power Plan VIII, as a basis for implementation.

To effectively implement projects under the Power Development Plan VIII, EVN requests the province to continue directing relevant departments, agencies, and localities to closely coordinate and provide support in the approval of investment policies, route agreements, and compensation and land clearance.

At the same time, EVN instructed EVNNPT to urgently implement the Cao Bang – Lang Son 220kV transmission line project and the Dong Mo – Son Dong 220kV transmission line project to meet the province's schedule and requirements. EVN leaders also instructed departments and units to closely coordinate with Lang Son province to propose to the competent authorities the addition of the Huu Lung 220kV substation to the planning, in order to meet the electricity needs of Lang Son province's industrial zones.

The leaders of Lang Son province believe that, with close coordination between the locality and units of EVN and EVNNPT, power transmission projects in the area will soon be implemented, contributing to meeting the electricity demand for socio-economic development, attracting investment and promoting sustainable growth of the province in the coming period.
