The meeting aimed to assess the power supply results of the first half of 2025 and adjust plans and solutions for the remaining months of the year. At the same time, set directions for developing the power supply plan and review and promote the implementation progress for key power projects.
The meeting was attended by leaders of relevant departments under the Ministry, including the Electricity Regulatory Authority, the Department of Petroleum, Gas, and Coal, the Industrial Safety Techniques and Environment Agency, the Institute of Energy, and the National Power System and Market Operation Company Limited (NSMO); as well as representatives from Vietnam Electricity (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV), National Power Transmission Corporation (EVNNPT), PetroVietnam Gas Joint Stock Corporation (PV GAS), Dong Bac Corporation, along with representatives from local authorities and relevant agencies.

At the meeting, Mr. Pham Nguyen Hung - Director General of the Electricity Regulatory Authority (under the Ministry of Industry and Trade) reported that the cumulative electricity production of the national power system (including rooftop solar power) in the first six months of 2025 was estimated at 156.4 billion kWh, an increase of 3.04% over the same period in 2024, achieving 45% of the 2025 plan (347.5 billion kWh) approved by the Ministry of Industry and Trade under Decision No. 3300/QD-BCT dated December 15, 2024. The primary reason is that national average temperatures were lower than those of the same period and previous years, resulting in power demand not rising as forecasted earlier this year. During the first half of 2025, the national power system’s maximum consumption capacity reached 51,672MW on June 2, 2025 - an increase of 5.7% compared to that of the same period in 2024 (specifically, Northern Vietnam's peak consumption increased by 2,632MW to 26,495MW).

Director General Pham Nguyen Hung emphasized that the power supply in the first half of 2025 successfully met its targets, effectively supporting socio-economic development due to detailed preparation from the annual, quarterly, and dry-season plans, along with monthly updates and adjustments aligned with actual conditions.
For the power supply plan in the remaining months of 2025, according to updated data from the National Power System and Market Operation Company Limited (NSMO), the total domestic generation and electricity import for the whole of 2025 is estimated at 331.4 billion kWh, representing a 7.39% growth over 2024 and approximately 95.4% of the 2025 target. However, there are several considerations for the remaining months: the national power system is generally capable of meeting electricity demand for socio-economic development and public needs throughout most of the year. However, to ensure a stable power supply, the system still requires standby capacity from oil-fired thermal power sources and LNG-based generation to meet load demand, particularly during evening peak hours in the southern region when solar power is unavailable.
At the meeting, Mr. Nguyen Anh Tuan - President and CEO of Vietnam Electricity (EVN) - stated that power supply for the country was well ensured in the first half of the year. For the second half of 2025, EVN has closely followed actual load demand scenarios to update the power system operation plan accordingly.
