On June 11, in Quang Binh province, Vietnam Electricity (EVN) had a working session with the Quang Binh Provincial Party Committee on projects belonging to the Quang Trach Power Center.
Attendants at the working session, on the side of Quang Binh Provincial Party Committee, included Mr. Le Ngoc Quang - Secretary of the Provincial Party Committee, Mr. Tran Hai Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Mr. Phan Phong Phu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and leaders of departments and branches.
The working session, on EVN's side, were attended by Mr. Dang Hoang An - Party Committee Secretary, Chairman of EVN's Board of Members, Mr. Nguyen Tai Anh - Member of the Party Committee Standing Committee, Vice President of EVN, and leaders of the National Power Transmission Corporation (EVNNPT), Central Power Corporation (EVNCPC), and Power Project Management Board No. 2 (EVNPMB2).

At the working session, Mr. Le Ngoc Quang - Secretary of Quang Binh Provincial Party Committee said that Quang Binh province has sent a document to the Prime Minister proposing EVN to be the investor of Quang Trach III LNG Thermal Power Plant, forming a complete complex, turning Quang Trach Power Center into a national energy super-project.
According to the report of EVNPMB2, the Quang Trach Power Center Infrastructure Project has basically completed the construction of the coal import port, access bridge, and breakwater. The contractor is dredging the port, access channel, and installing the coal conveyor system, expected to be completed in August 2025 to meet the coal supply schedule for Quang Trach I Thermal Power Plant. However, there are still problems in compensation and site clearance in the area of Clusters 1, 2, 3, Vinh Son village, and the area of Quang Trach II LNG Plant, which affects the progress of port dredging and the overall progress of the project.
For the Quang Trach I Thermal Power Plant Project (2 units, total capacity of 1,403MW), the overall project progress reached 92.93%, of which the design reached 99%, the procurement 98.92%, the construction and installation 81.71%, and calibration testing 4.36%. The contractor is testing the pressure of the boiler of unit 1, speeding up the installation to strive for the first synchronization before September 2, 2025, as directed by the Prime Minister.
In addition to the projects under construction, the Quang Trach II LNG Plant Project (1,500MW) is in the process of completing the Feasibility Study Report and related specialized reports. Unit 1 is expected to generate power in the fourth quarter of 2028 and Unit 2 in the third quarter of 2029.

At the working session, Chairman of the Board of Members of EVN Dang Hoang An proposed that the Provincial People's Committee, the Government Office, and the Ministry of Industry and Trade continue to assign EVN as the Investor of the Quang Trach III LNG Plant Project. According to Decision No. 768/QD-TTg dated April 15, 2025, of the Prime Minister approving the adjustment of the Power Plan VIII, the Quang Trach III LNG Thermal Power Plant Project has an expected capacity of 1,500MW, operating in the period of 2031-2035 to supply power to the Northern region.
EVN assigned to be the investor is considered to have many advantages because it can take advantage of the existing infrastructure that has been compensated for site clearance, port construction, road, electricity, water systems, and grid connection infrastructure to 500kV lines, circuit 3... Moreover, the plants will be built and operated by EVN in sync with other projects in Quang Trach Power Center to increase efficiency and shorten time of construction.

Concluding the working session, Provincial Party Secretary Le Ngoc Quang requested agencies, units, localities and EVN to urgently coordinate to complete site clearance; speed up the construction progress of the main items of Quang Trach I Thermal Power Plant, including early handover of the entire cleared site to ensure the generation of power from Unit 1 on August 19, 2025 as directed by the Prime Minister.
At the same time, EVN and relevant departments, sectors, and localities focused on removing obstacles in legal and environmental procedures for the Quang Trach II Thermal Power Plant Project, striving to shorten the implementation time and put the project into operation 2 years earlier than the adjusted Power Plan VIII. Relevant agencies coordinated with EVN to step up investment preparation for the Quang Trach III Thermal Power Plant Project.
On the morning of June 11, Provincial Party Secretary Le Ngoc Quang, Chairman of EVN’s Board of Members Dang Hoang An, and the working delegation inspected the implementation of projects at Quang Trach Power Center.
