EVN and Lai Chau province meet to discuss floating solar power project implementation on hydropower reservoirs and hydropower plants expansion

Vietnam Electricity (EVN) and Lai Chau Provincial People's Committee both agreed on implementing floating solar power projects on hydropower reservoirs and expanding hydropower plants managed by EVN in the province, at a working session on the afternoon of June 10.

The EVN delegation working in Lai Chau province included EVN’s President and CEO Nguyen Anh Tuan, EVN’s Vice President Pham Hong Phuong, and representatives of professional departments and units under EVN.

For the provincial side, there were Chairman of the Provincial People's Committee Le Van Luong, Vice Chairman of the Provincial People's Committee Giang A Tinh, and leaders of relevant departments and branches.

At the meeting, EVN proposed investing in 4 floating solar power projects on hydropower reservoirs with a total capacity of 462MWp/420MW and 3 projects of expanding hydropower plants (Lai Chau, Ban Chat, Huoi Quang) with a total capacity of 770MW.

EVN requested the Lai Chau Provincial People's Committee to continue to facilitate and support EVN and its member units in investing in the construction of power source and grid projects, and in supplying power in the province. The Provincial People's Committee considered adding and updating power source projects proposed by EVN to the provincial planning, including the recommendation to accelerate the investment progress of floating solar power projects on the reservoirs of Lai Chau, Huoi Quang, and Ban Chat hydropower plants for the period 2025-2030. The Provincial People's Committee directed the Departments to approve EVN so as to carry out the survey of the projects; guide EVN in submitting and approving investment policies...

According to Mr. Le Van Luong - Chairman of Lai Chau Provincial People's Committee, the province will establish working groups to support compensation and site clearance for EVN's projects in the area. The Provincial People's Committee agrees with the policy of developing floating solar power and projects to expand 3 hydropower plants, and will coordinate to implement planning adjustment steps.

In Lai Chau province, the total capacity of operating hydropower sources is up to 3,135MW. In addition to large hydropower plants such as Lai Chau (1,200MW), Ban Chat (220MW), Huoi Quang (520MW), there are medium and small-sized hydropower plants (about 1,195MW) connected to the distribution grid and an additional 150MW from small hydropower plants in Yen Bai and Lao Cai areas transmitting capacity to the system via the Lai Chau grid. Abundant power sources always meet the local load demand well.

The 500-220kV power grid in the province has also been firmly built and consolidated, including the Lai Chau 500kV Hydropower Plant -  Lai Chau - Son La 500kV Substation line, along with the Muong Te - Lai Chau, Than Uyen - Ban Chat - Huoi Quang 220kV lines. Important substations such as the Lai Chau 500kV Substation (total capacity of 1,400MVA), the Muong Te 220kV Substation (500MVA), and the Than Uyen 220kV Substation (500MVA) have made important contributions to power transmission. For the 110kV power grid, the province currently has 4 110kV substations with a total capacity of 157MVA.

Regarding power consumption, Lai Chau's commercial electricity grew by an average of 7.89% per year in the 2021-2024 period, showing high economic growth and high demand for electricity. The load capacity (Pmax) also grew by an average of 2.9% per year in the 2021-2024 period.

By the end of 2024, Lai Chau Power Company (Northern Power Corporation) will have sold power directly to 100% of households in the province. By the end of May 2025, the whole province will have 106/106 communes supplied with national grid power (100%), 97.88% of households (107,814/110,154 households), and 99.16% of villages (948/956 villages) will have power supplied. This is a clear demonstration of EVN's commitment to bringing power to remote areas, improving people's lives.

EVN is also actively involved in social security activities in Lai Chau. During the 2009-2020 period, EVN contributed about VND 710 billion to support the three poor districts of Than Uyen, Tan Uyen, and Phong Tho, according to Resolution 30a of the Government, along with VND 50 billion to build the Nam Nhun District Boarding School for Ethnic Minorities. From 2021 to present, the Group has continued to support about VND 3.1 billion to the Poor Fund and the province's program to eliminate temporary and dilapidated houses.
