Vietnam and Germany to expand cooperation on energy transition

On January 21, 2026, in Hanoi, representatives from the Electricity Department, the Oil and Gas and Coal Department, the National Electricity System and Market Operator Limited Company (NSMO) under Ministry of Industry and Trade of Vietnam, and the German International Cooperation Organization (GIZ) signed an agreement to implement the Technical Assistance Project for Promoting the Transition of the Energy Sector in Vietnam (TEV) – supplementary phase.

According to the agreement, the project will be extended until the end of December 2026. This extension further affirms the commitment of both parties to strengthening the strategic, legal, policy, and technological foundations towards a sustainable energy transition in Vietnam.

In his opening remarks, Mr. Trinh Quoc Vu, Deputy General Director of the Electricity Department, stated: "As the state management agency for energy, the Ministry of Industry and Trade identifies the completion of institutional and policy frameworks, the development of a competitive electricity market integrating renewable energy, and the promotion of digital transformation in the energy sector as key tasks. In this process, the support of international partners, especially the German Government through GIZ, is of paramount importance."

The Deputy General Director of the Electricity Department emphasized: "The signing of the Project Implementation Agreement today not only has legal significance, but also demonstrates the political determination and strong commitment of both sides to successfully implement the project together. I believe that with the close coordination of all relevant parties, the Project will achieve practical results, making an important contribution to the transformation of Vietnam's energy sector towards fairness, safety, and sustainability."

Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), the project aims to boost up the development of a long-term energy transition strategy, while also enhancing the transfer of technological knowledge towards a low-emission and environmentally sustainable energy system.

The Electricity Department and GIZ will coordinate the project implementation with close cooperation from relevant parties, including the Department of Oil and Gas and Coal, and NSMO.

Dr. Michaela Baur, GIZ Vietnam Country Director, emphasized: “This additional funding, extending until the end of 2026, builds on the solid foundation of successful collaboration between the two parties within the framework of the previous TEV project. The trusted partnership between GIZ and all partners in Vietnam has helped to effectively implement many practical activities, while also creating a solid basis for deeper and more strategic cooperation in the next phase of the project.”

With additional funding and a longer implementation period, the project will conduct in-depth analytical studies and provide technical support in priority areas such as investment facilitation, power system and market operation, grid flexibility and storage solutions, digital transformation, and emerging low-emission energy technologies.

The project also aims to attract the participation of more than 150 businesses nationwide. In addition, the project will identify and propose advanced technological solutions for energy transition, including microgrids and distribution automation systems, to support grid operators and government agencies in power system operation and grid connection investment.

In the coming period, the project is expected to continue receiving close cooperation from regulatory agencies and stakeholders to ensure the effective implementation of activities and maximize the project's impact on Vietnam's energy transition.
