Information on cooperation in the field of electricity, according to EVN’s General Director Tran Dinh Nhan, currently, EVN is selling medium voltage powers (22/35kV) to 7 locations near the boder of Laos. The coordination in operation, security and safety of the power grids was well implemented by the two sides, contributing to tightening and consolidating the special friendship between the two countries.
Up to now, there have also been 3 Laos hydropower plants selling power to Vietnam with a total capacity of 572MW; 1,608MW from 22 other power plants signed with Power Purchase Agreements, are currently under construction and power will be sold to Vietnam before 2025; 509MW approved by the Government for the power purchase, is currently being negotiated with a Power Purchase Agreement with EVN and 1,577MW from 10 other power plants has been agreed by EVN on the connection plan and the policy of power purchase and sale to be submitted to Ministry of Industry and Trade to report to the Prime Minister for approval. By the end of 2025, the possibility to buy and sell power between Vietnam and Laos may surpass the target set out in the Memorandum of Understanding between the two governments in 2016.
EVN also suggested the high-ranking delegation of the State Inspectorate of the Laos Democratic Republic make a proposal to the Government of Laos, to support the investors of power plants and connection works in Laos to implement on schedule according to the signed power purchase agreement (PPA); support investors in Laos to continue to coordinate with EVN to research and develop power import solutions in line with the orientations of the Governments of the two countries, etc.

With the recommendations by EVN, Comrade Khamphan Phommathat said he would propose the Laos Government to solve difficulties in developing hydropower projects in Laos, connecting the power system and trading power between Laos and Vietnam.
