Bac Ai Pumped-Storage Hydropower Project is on the list of power plant projects approved by the Prime Minister at Decision No. 428/QD-TTg dated March 18, 2016 on revising the National Power Development Plan for the period 2011 - 2020 with a vision to 2030 (the revised Power Master Plan VII).
The project is of great significance to the national power system, especially in the context that many renewable energy plants (solar power, wind power) have come into operation in the power system. The main task is to generate power to cover the peak capacity of the system's load curve, contributing to diminishing the difference (flattening the load curve) by mobilizing electricity for pumping at off-peak hours and generating electricity at peak hours.
Meeting between EVN and co-financiers on Bac Ai Pumped-Storage Hydropower Plant Project
The project will be invested in two phases: Phase 1 - The outlet work has been completed since March 4, 2021, in line with the water impoundment schedule of Song Cai reservoir (the lower reservoir of the pumped storage hydropower project), belonging to Tan My Irrigation System invested by the Ministry of Agriculture and Rural Development. Phase 2 is to invest in and construct all remaining project items, which are scheduled to commence in January 2024, the project is scheduled to be energized, fully completed and put into operation in December 2030.
According to EVN’s Vice President Pham Hong Phuong, EVN has been finalizing the phase 2 technical design to submit to the Electricity and Renewable Energy Agency (Ministry of Industry and Trade) for consideration. The leader of EVN also suggested that the co-financiers recommend to the Ministry of Industry and Trade for their consideration, validation and completion of the appraisal of technical design in an early manner so that EVN can carry out the next steps to meet the project construction commencement schedule in 2024.
Also during the meeting, the representative of AFD's social environment department presented and shared information related to the review of social and environmental impacts. The financiers said that through the meeting, they had a better understanding of issues related to the design, safety, bidding, and sustainability of the project.
The group of co-financiers affirmed that they will discuss with Vietnamese authorities to deal with legal procedures in order to speed up the project.
