Representatives from the State Acceptance Council included: Deputy Minister of Construction - Standing Vice Chairman of the Council Pham Minh Ha; Vice Chairman of Kon Tum Provincial People’s Committee Nguyen Ngoc Sam; Standing Member of the Council and Director General of the Authority for Construction Quality Inspection Hoang Hai; Deputy Director General of the Electric Authority Tran Hoai Trang; and EVN Vice President Pham Hong Phuong.
Representatives from the Council’s Standing Office included: the Deputy Director General of the Authority for Construction Quality Inspection Ha Huy Ha; and the Deputy Head of the Department of Quality Management and Construction Inspection Duong Minh Nghia.

According to the consolidated report from the investor - Vietnam Electricity (EVN), as of the current time, all major construction components of the project have been completed in accordance with the approved engineering. Both generating units have successfully completed reliability commissions, with operational specifications remaining within the permissible limits. The project essentially meets the required quality standards and is qualified for operation upon completion of state-level acceptance procedures.
During its implementation, the project underwent six periodic inspections conducted by the council’s Standing Office from January 2022 to June 2025. The council acknowledged that the investor had fulfilled all legal procedures related to construction investment, such as environmental impact assessment, basic design appraisal, engineering approval, fire safety approval, and required environmental permits.
Quality management in engineering and construction was closely monitored by EVN, along with consulting units and contractors. Any technical issues arising during construction were received, addressed, and fully reported to the council by the investor. The council’s expert panel concluded that the overall construction quality is consistent with the engineering requirements, and the few unfinished remaining minor items do not affect the plant’s power generation capability. Following on-site inspections and a review of documentation, the Deputy Minister of Construction assessed that the project’s legal documentation is largely complete and complies with current regulations. He requested the council’s Standing Office to complete procedures for approving the final acceptance and commissioning of the Ialy Hydropower Plant Expansion Project.
The Deputy Minister also requested the investor to continue strict monitoring, observation, and operation of the facility in accordance with current regulations to ensure safety during exploitation.

At the meeting, EVN Vice President Pham Hong Phuong emphasized: “The Ialy Hydropower Plant Expansion is the second largest hydropower expansion project invested by EVN, following the Hoa Binh Hydropower Plant Expansion.”

Previously, on June 26, 2025, the Investor-Level Acceptance Council also convened a meeting to approve the final acceptance and commissioning of the Ialy Hydropower Plant Expansion Project.
The Ialy Hydropower Plant Expansion has an installed capacity of 360MW with two generating units and is classified as a grade-I industrial construction project. The project scope includes the construction of a new energy line comprising the approach canal, intake gate, water conveyance tunnel, surge tank, penstock, powerhouse, discharge canal, and interconnection system. The project shares the existing dam and reservoir infrastructure with the current Ialy Hydropower Plant (720MW).
Timely commissioning of the project not only enhances national grid capacity but also optimizes water resource utilization and improves the overall operational efficiency of the hydropower cascade along the Se San River.
