Solve problems for key projects
According to Mr. Pham Hong Phuong - Vice President of EVN, EVN is investing in the expanded Ialy Hydropower Plant Project (360MW). In the context of the COVID-19 epidemic and the impact of the Russian-Ukrainian conflict, the price of materials increased significantly compared to the time of bidding (petrol increased by nearly 100%, steel increased by 30%,...). However, the consortium of contractors has been trying to operate and execute on the construction site. Up to now, many items have been ahead of schedule by 1 to 3 months compared to the approved plan.
According to the leader of EVN, in Document No. 656/TTG-NN dated July 22, 2022, the Prime Minister approved the policy of changing forest use purposes to implement the Expanded Ialy Power Plant Project. However, Gia Lai province still has the opinion that the expanded Ialy Power Plant Project has not been implemented yet because the national forestry master plans for 2021-2030 have not been approved by the Prime Minister. Therefore, EVN requires Gia Lai Provincial People's Committee to review and update the remaining targets allowed to change the use purposes allocated by the Government in the 2016-2020 period planning to perform the 2021-2030 period planning for the project according to the guiding document No. 1409/TCLN-KL dated 5 September 2022 of the General Department of Forestry. This is to soon complete the procedure for changing the forest use purpose and hand over the land to the project so that items can be executed to ensure progress.

In addition to the above project, EVN is also investing in many other transmission projects such as: increasing the capacity of the Pleiku 2 500kV substation, building the circuit 2 Pleiku 2 – KrongBuk 220kV power line, the An Khe 220kV substation and connection, Krong Pa 220kV substation and Krong Pa - Chu Se 220kV transmission line, and Dung Quat - Krong Buk 500kV power line. These projects are expected to be completed in 2023 and the period of 2025-2030. Central Power Corporation (EVNCPC) is investing in seven 110kV power grid projects, expected to be completed in the period 2022-2025. In addition, there are many other rural power supply projects.
EVN recommended Gia Lai Provincial People's Committee continue to facilitate and support power units in the investment and construction of power projects in accordance with the National Power Development Plan for the period 2011-2020 with a vision to 2030 and power development planning of Gia Lai province. Gia Lai province must allocate the land fund for power projects in the province to the annual land use planning and make it public. Gia Lai province must create conditions to support the investor in the work of compensation for site clearance according to the required progress, especially for works in cities and towns, and townships in the province.
For industrial parks and large loads with a demand of 20MW or more, the province is requested to direct customers to arrange land for the construction of stations and 110kV power line corridors.

Bringing into full play the province's potential and advantages
At the meeting, Mr. Dang Hoang An - Deputy Minister of Industry and Trade highly appreciated Gia Lai province in the past time has always paid attention to and developed the power system in the province. Which, the province has basically completed supplying power to rural and remote areas. Gia Lai also takes advantage of the available potential to develop hydropower, wind, and solar power sources, thereby making an important contribution to ensuring national energy security.
Regarding the conversion of forest land use purposes for the Expanded Ialy Power Plant Project, Mr. Dang Hoang An recommended Gia Lai province completely handle EVN's proposal to soon hand over the land to the project to ensure progress.
Mr. Dang Hoang An also recommended Gia Lai province continue to research and develop renewable energy sources, especially wind power. In addition, Gia Lai has biomass power potential and Gia Lai should pay attention and call for investment to promote this advantage.
At the meeting with the Deputy Minister of Industry and Trade and the delegation of EVN, leaders of the Gia Lai Provincial People's Committee assigned the Department of Agriculture and Rural Development to coordinate with functional units of EVN to soon solve problems of the Expanded Ialy Power Plant Project.
Leaders of Gia Lai province also affirmed that, in the past time, thanks to the investment attention of the Government, the Ministry of Industry and Trade, Vietnam Electricity, and its member units, the power grid system in the province has been invested in basic construction to meet the province's socio-economic development goals. Due to the free migration of some ethnic minorities, some new settlements have been formed far from the national power grid. The investment in power supply for these residential areas still faces many difficulties. Therefore, Gia Lai province recommended the Ministry of Industry and Trade, EVN, and EVNCPC to speed up the investment progress of power grid projects according to Gia Lai province's power development plan for the period of 2016 - 2025.
In addition, the province believes that there is still great potential for renewable energy development, so Gia Lai recommended to the Prime Minister and the Ministry of Industry and Trade to consider continuing to study and calculate the balanced power source structure among regions, locales; reduce fossil energy, increase renewable energy, clean energy, especially wind power in the draft Power Master Plan VIII. With experience in attracting investment, and managing investment projects to develop renewable energy over the years, Gia Lai province commits to the Prime Minister and the Ministry of Industry and Trade will continue to create all favorable conditions to support and guide investors in projects to invest in construction and put into operation on time according to the approved planning.
Some information about the situation of power supply in Gia Lai:
• 220/220 communes, wards, and townships have a national power grid, reaching 100%.
• 409,686/409,730 households have electricity, accounting for 99.99%. Which, the number of rural households with electricity reached 99.98%.
• Gia Lai province is supplied with electricity from: Pleiku 500kV substation (1x250 MVA+ 1x125MVA); Chu Se 220kV substation (125MVA) and 12 110kV substations, with a total installed capacity of 619MVA
