EVN closely cooperates with partners to ensure the progress of electricity import from Monsoon wind power project (Laos)

On 17 November 2022, in Hanoi, EVN’s President and CEO Tran Dinh Nhan received and worked with the partners of Monsoon wind power project (MWPP) development, founded by Mr. Peck Khamkanist - CEO of Impact Electrons Siam, the founder of MWPP, acted as the leader of the working group.

Monsoon wind power project, invested by Impact Energy Asia Development Limited (IEAD), with a total capacity of 600MW, is built in the Southeast of Laos, located about 22km from the Laos-Vietnam border. The Commercial Operation Date (COD) is targeted for the second quarter of 2025.

The policy on importing electricity from this project was approved by the Prime Minister in Document No. 938/TTg-CN dated 21 July 2022, in which the MWPP is connected to the Vietnamese power system via road Monsoon – Thanh My 500kV line, 65 km in total length (of which about 43 km is in the territory of Vietnam). The  Monsoon – Thanh My 500kV transmission line will be the first one linking Vietnam's transmission grid with other countries.

In the past, EVN's departments and units have actively cooperated with the developers of MWPP to implement the work. The Power Purchase Agreement (PPA) of Monsoon wind power plant was signed by the Electric Power Trading Company (EVNEPTC) and Impact Energy Asia Development Limited (IEAD) on 10 January 2022.

At the meeting, Mr. Peck Khamkanist - CEO of Impact Electrons Siam discussed with EVN’s President and CEO Tran Dinh Nhan the cooperation situation in implementing work items and milestones of this project. Mr. Peck Khamkanist thanked EVN for actively coordinating and supporting the project implementation.

Joining the meeting at EVN, there were representatives of businesses and organizations involved in the development of MWPP: Impact Electrons Siam, Impact Energy Asia Development Limited, Bangchak Power Corporation, Mitsubishi Corporation, Asian Development Bank (ADB), etc.

EVN's President and CEO emphasized that EVN is very interested in implementing the Monsoon wind power project and importing electricity from the project. The project is meant not only for EVN and investors, capital sponsors, etc. but also for Vietnam and Laos.

EVN’s President and CEO requested the project developers to continue to work closely with EVN to solve the related problems before  31 December 2022 to ensure that the Power Purchase Agreement (PPA) for Monsoon Wind Power Plant will officially come into effect from 2023.
