EVN and ADB discuss BESS Project

On the morning of August 14 in Hanoi, a meeting was held between Vietnam Electricity (EVN) and the Asian Development Bank (ADB) to discuss the Battery Energy Storage System (BESS) project.
EVN's Vice President Nguyen Tai Anh and managers representing specialized departments of EVNNPT and EVNNPC attended the meeting.
On the ADB side, Mr. Andrew Jeffries, Energy Transition Mechanism and Partnerships's advisor, and other ADB specialists and staff were present.
EVN and ADB Discuss Battery Energy Storage System (BESS) Project
ADB proposed implementing a pilot BESS project with a 50MW/50MWh scale installed at the 110kV substation in the northern region near Hanoi's load center. The project would serve the purpose of load coverage or frequency regulation, with a total investment of approximately 301.7 million USD. Two BESS business models were proposed: the Ancillary Services Contract and the Grid Asset.
Regarding funding methods, ADB suggested direct lending (without Government guarantees), supplemented by grants from the Global Energy Alliance for People and Planet (GEAPP). The project was proposed to be included in the project portfolio under the Just Energy Transition Partnership (JETP) program.
EVN's Vice President Nguyen Tai Anh highly appreciated the comprehensive report presented by ADB and mentioned that the Ministry of Industry and Trade would also submit to the Government a list of the most significant projects, including the BESS as a pilot project, for early implementation.
EVN and ADB will continue to collaborate to finalize the pilot BESS project proposal for submission to the competent authorities for approval, in order to carry out investment procedures and arrange funding for the project.
