At the conference, Nguyen Thi Bich Ngoc, Deputy Director of the Ho Chi Minh City Department of Industry and Trade, said that as of September 5, 2026, the city had more than 22,000 rooftop solar power systems, including 6,241 self-generated, self-consumed rooftop solar systems with a total installed capacity of 472MWp.

Immediately after Decree No. 243/2026/ND-CP was issued, the Department of Industry and Trade disseminated the decree to the People’s Committees of wards, communes and special zones. However, during implementation, some localities still faced difficulties in applying the new regulations.

For its part, Bui Trung Kien, Deputy General Director of EVNHCMC, said that within just about three months, the number of rooftop solar power systems for which EVNHCMC had received notifications from residents had increased by nearly 3,000 systems, demonstrating growing demand for investment in and use of on-site solar power.

To support customers, EVNHCMC launched the online function “Registration for sale of surplus electricity generated from self-generated, self-consumed rooftop solar power” on its website and customer service app, allowing customers to register online and submit documents to sell surplus electricity.

The Corporation also continues to maintain the “Acceptance testing of rooftop solar power system connection to the EVN-RMCS Monitoring and Control System” function on its Customer Service website for rooftop solar systems connected to the grid at medium-voltage levels.

EVNHCMC has also published the contents of Decree No. 243/2026/ND-CP on its Customer Service website under the Rooftop Solar Power section, and instructed its affiliated Power Companies to proactively coordinate with the People’s Committees of wards, communes and special zones in implementing matters falling under the Corporation’s responsibilities.

At the conference, Nguyen Quang Long, representing the Electricity Authority under the Ministry of Industry and Trade, provided guidance on the new provisions, amendments and supplements, as well as key requirements to note during the implementation of Decree No. 243/2026/ND-CP dated June 26, 2026. The decree amends and supplements a number of provisions of Decree No. 57/2025/ND-CP dated March 3, 2025, stipulating the mechanism for direct power purchase and sale between renewable energy generation units and large electricity consumers, and Decree No. 58/2025/ND-CP dated March 3, 2025, detailing a number of provisions of the Electricity Law on the development of renewable and new energy power.

The Electricity Authority representative clarified the scope of application of rooftop solar power regulations under Decree No. 57/2025/ND-CP and Decree No. 58/2025/ND-CP; cases requiring notification, registration for power generation development, and the sale and purchase of surplus electricity; and provided detailed guidance on determining the grid connection voltage level of rooftop solar power sources and distinguishing it from the customer’s electricity purchase voltage level. The guidance also covered assessment of the potential for grid overloading resulting from the development of new power sources; identification of the grid management entity for rooftop solar systems in industrial parks and industrial clusters; differentiation between rooftop solar development capacity and surplus electricity output; and clarification of the roles and responsibilities of commune- and provincial-level People’s Committees in receiving notifications, registrations, and managing rooftop solar power development.
