EVN and Phongsupthavy Group discuss solutions to speed up the 220kV Nam Sum – Nong Cong transmission line project

On August 15, in Hanoi, Vietnam Electricity (EVN) worked with Phongsupthavy Group (Laos), to coordinate to speed up the implementation of the  Nam Sum - Nong Cong 220kV transmission line project. Mr. Pham Hong Phuong - Vice President of EVN chaired the meeting.

The meeting was also attended by Mr. Nguyen Duc Cuong - A member of the r Board of EVN.

For Phongsupthavy Group, the attendants were Mr. Phongsavath Senaphuan - Chairman of the Group; Mr. Bounnam Khamphilavanh - Deputy General Director of the Group.

Reported at the meeting, a representative of the EVN Construction Management Board said that the Nam Sum - Nong Cong 220kV transmission line was built with the aim of importing electricity from Laos to Vietnam.

The part in Vietnam territory is a 2-circuit line with a length of 130km, from the G1 connection point at the Vietnam-Laos border to the Nong Cong 220kV substation, passing through Nghe An and Thanh Hoa provinces. Currently, the project has completed casting the foundation for 162/299 positions; erecting columns for 45/299 positions; preparing to pull the rope with 8 anchorages and just handed over the site; completed the bay item at  Nong Cong 220kV substation.

In parallel, in order for the  Nam Sum - Nong Cong 220kV transmission line project in the territory of Vietnam to be synchronized with the progress of the project in the territory of Laos, EVN proposed Phongsupthavy Group establish a mode of periodic information exchange on the implementation of investment and construction projects with the National Power Transmission Corporation and the Northern Power Project Management Board.

EVN also proposed the two corporations exchange information on the implementation of the contents specified in the PPA contract, connection agreement, and related regulations to connect power plants from Laos to Vietnam in accordance with regulations, etc.

At the meeting, the representative of Phongsupthavy Group informed the progress of the Nam Sum - Nong Cong 220kV transmission line (the part in Laos) and the Nam Sum 220kV switch-off station. The entire project is expected to be completed by Phongsupthavy Group in January 2024.

At the same time, Phongsupthavy Group will also generate power for 3 units of Nam Sum 3 Hydropower Plant (156MW) from February to April 2024, respectively.

Mr. Phongsavath Senaphuan - Chairman of Phongsupthavy Group said that Phongsupthavy Group will make maximum efforts, to speed up items to complete the project following the set schedule; at the same time, closely coordinate with EVN and its member units to implement procedures in accordance with regulations.

Mr. Nguyen Duc Cuong - a Member of the Board of EVN affirmed the importance of the project in the implementation of bilateral commitments between the Governments of the two countries; At the same time, EVN member units as well as the investor of Lao projects need to drastically and implement all solutions to speed up the progress and synchronization between the two sides.

Concluding the meeting, Mr. Pham Hong Phuong - Vice President of EVN affirmed that, after the discussion, EVN and Phongsupthavy Group have agreed, and shared the same vision, goals, and determination to complete the projects according to the set progress milestones. Mr. Pham Hong Phuong also suggested that the units need to actively plan and work with relevant agencies to ensure project progress milestones, with the goal of completing the construction of the  Nam Sum - Nong Cong 220kV transmission line in both Vietnam and Laos to be completed by January 2024, ready to receive power  from Nam Sum 3 Hydropower Plant (156MW) from February 2024 and Nam Sum 1A project (50MW) from June 2024.

EVN's leaders also affirmed that EVN would direct relevant units to be determined to complete the project in the territory of Vietnam in line with the set schedule; At the same time, he wished to continue cooperating more effectively with Phongsupthavy Group in the near future.
