EVN issues directive to strengthen implementation of 2024 Electricity Demand-side Management Program

Vietnam Electricity has just issued Directive No. 1902/CT-EVN on strengthening the implementation of the Electricity Demand-side Management Program (DSM) in 2024.

Implementing Decision No. 279/QD-TTg dated February 8, 2018, of the Prime Minister approving the National Program on DSM for the period 2018 - 2020, orientation to 2030, Directive No. 20/CT-TTg dated June 8, 2023, on enhancing electricity saving in the period 2023 - 2025 and following years (Directive No. 20/CT-TTg), Directive No. 05/CT-TTg dated February 14, 2024, on ensuring power supply, coal, and gas supply for electricity production in the coming time by the Prime Minister and Directive No. 05/CT-BCT dated March 28, 2024, of the Ministry of Industry and Trade on ensuring power supply during the peak months of the dry season in 2024, the Group requests units to urgently deploy DSM programs in 2024 as follows:

1. All member units

- Thoroughly grasp the strict, drastic, and effective implementation of Document No. 2616/EVN-KD dated May 19, 2023, on promoting electricity saving and Document No. 4046/EVN-KD dated July 14, 2023, on the plan to implement Directive No. 20/CT-TTg.

- Establish the Steering Committee for power supply and saving to manage power-saving work with the General Directors/Directors of the units as the head of the committee.

- Thoroughly apply all measures to use electricity economically and effectively at the agencies, saving at least 10% of total power consumed during the year; particularly in peak months (April, May, June, July), saving at least 15% of total electricity consumption. The air conditioner temperature shall be set at the minimum level of 27 degrees Celsius or higher.

- Regularly use the website https://sudungdien.evn.com.vn to track and monitor the unit's electricity consumption situation; attach the responsibility of the leader in directing and implementing electricity saving at the unit; including electricity saving content in the criteria for assessing the level of task completion and annual emulation and rewards of the unit heads, etc.

2. Power Corporations/Power Companies

a. Regarding electricity saving propaganda:

- Continue to innovate forms of propaganda about DSM programs, making the most of available communication channels; coordinate with press agencies, socio-political organizations, and professional associations to widely communicate about the situation of power supply and safe, effective, and economical use of electricity to the groups of electricity customers according to Directive No. 20/CT-TTg.

- Research and launch programs "Electricity saving households", "Green families", competitions to learn and practice electricity saving, etc., to customers (especially customers using electricity for daily use) participating in the digital environment of Websites, Apps, social networks, and so on.

- Mobilize electrical equipment manufacturers, consulting units, units providing electricity-saving solutions, large electricity users, etc., to actively accompany and participate in DSM Programs.

- Work directly with management units operating public lighting systems and advertising companies with large billboards to suggest the implementation of electricity-saving measures, ensuring saving at least 30% of the total power consumption.

- Regularly use the website https://sudungdien.evn.com.vn to monitor electricity consumption by electricity customer groups, especially customer groups: industrial production, non-business administration, public lighting, etc; monthly, synthesize and send written reports to the leaders of the Provincial/City People's Committees, local State management units make reports on the electricity consumption situation of the above customer groups, along with proposals and recommendations for the Provincial/City People's Committees to direct and manage electricity saving in the locality following Directive No. 20/CT-TTg.

- Advise the Department of Industry and Trade and the Provincial/City People's Committees to establish interdisciplinary inspection teams to check the electricity use situation for customer groups specified in Directive No. 20/CT-TTg, especially the group of Customers: non-business administration, public lighting, advertising lighting, industrial production, and so on.

b. Regarding load demand management and load forecasting:

- Regularly and closely monitor load, research, and accurately forecast load for electricity-using components to deploy DSM Programs with the goal of correctly implementing available capacity as announced by the National Load Dispatch Center and implementing electricity savings in the management areas of its units.

- From April 2024, regularly monitor and closely manage the electricity load chart of customers who have signed commitments in 2024 (especially the months of April, May, June, and July), notify customers when the usage rate exceeds the committed load chart (especially during peak hours), customers are requested to comply with the signed commitment.

- Bring customers who have signed DSM commitments and agreements such as: saving electricity, implementing non-commercial voluntary DR, performing reduction when the system requires, shifting electricity loads and mobilization of on-site generators, etc., to the list of priority customers and at the same time have appropriate customer-care policies to create high support from customers when implementing DSM Programs.

- Implement non-commercial voluntary DR programs when required and update them on DRMS software.

- Regularly monitor and update electricity consumption data for customer groups on CMIS software; coordinate with Electricity Telecommunications and Information Technology Company to update data on the website https://sudungdien.evn.com.vn and the Demand Response Management Software (DRMS).

3. Electricity Telecommunications and Information Technology Company

Regularly monitor, update, and promptly handle issues related to the website https://sudungdien.evn.com.vn and DRMS.

4. Vietnam Electricity Trade Union and EVN Youth Union

It is recommended that the Vietnam Electricity Trade Union and the Group's Youth Union direct the Trade Union and Youth Union organizations at the grassroots level to organize propaganda and call for grassroots union members to proactively participate and implement activities, and programs of electricity saving at headquarters, agencies, units and families, striving to save 10% of total electricity consumption by 2024.
