Monsoon wind power project invested by IEAD, with a total capacity of 600MW, is located in the Southeast of Laos, about 22km from Laos - Vietnam border. The targeted commercial operation date (COD) of the project is in the second quarter of 2025.
The purchase of electricity from this project is in line with the Memorandum of Understanding between the Government of Vietnam and the Government of Laos. The policy of importing electricity from this project has been approved by the Prime Minister in Document 938/TTg-CN dated July 21, 2022.

Accordingly, Monsoon wind power project is connected to the Vietnamese power system via Monsoon (Laos) - Thanh My (Quang Nam, Vietnam) 500kV transmission line with a total length of 65km. To serve the grid connection of the project, the scope of work in Vietnam includes 2 projects: Monsoon - Thanh My 500kV transmission line in the territory of Vietnam (about 43km) and the project of expansion and renovation of the existing Thanh My 500kV substation.
Monsoon – Thanh My 500kV transmission line will be the first 500kV transmission line linking Vietnam's transmission grid with other countries. In order for the line to be connected to Thanh My 500kV substation managed and operated by the National Power Transmission Corporation (EVNNPT), EVNNPT has been implementing a project to expand and renovate Thanh My 500kV substation since September 2021 and strived to complete it by December 2024.
At the meeting, EVN and IEAD discussed the implementation progress of the projects; at the same time, the two sides agreed that they would closely coordinate to ensure the implementation schedule of grid connection projects in synchronization with the construction process of Monsoon wind power project.
