EVN works with investor of Monsoon wind power project (Laos)

On the afternoon of 28 August 2024, Vice President of Vietnam Electricity (EVN) Nguyen Tai Anh had a meeting with the investor of the Monsoon wind power project (Laos) on the project progress in sync with the progress of the  Monsoon - Thanh My 500kV transmission line. The meeting was held in both offline and online forms.

The meeting was attended by representatives of the National Power System and Market Operation Company Limited - NSMO (Ministry of Industry and Trade); representatives of the specialized departments of Vietnam Electricity, Power Project Management Board 2, National Power Transmission Corporation, and Power Trading Company.

On the side of the Monsoon wind power project investors, there were Mr. Itthipol Kanjanaphan - Project Director, and Mr. Jeremy Warman - Deputy Project Director.

The Monsoon Wind Power Project, invested by Impact Energy Asia Development Limited (IEAD), consists of a total capacity of 600MW, built in the Southeast of Laos, located about 22km from the Laos - Vietnam border. The power purchase from this project is implemented according to the Memorandum of Understanding between the Government of Vietnam and the Government of Laos. The power importing policy from this project was approved in Document 938/TTg-CN dated 21 July 2022 by the Prime Minister.

The project is connected to the Vietnamese power system via the  Monsoon (Laos) - Thanh My (Quang Nam, Vietnam) 500kV transmission line. At the meeting, the investor of the Monsoon Wind Power Project was informed about the project's progress to date. The project is expected to be completed with construction and testing by the end of December 2024.

In addition, to continue to complete procedures related to power trading, metering system acceptance, power quality testing, etc., the project investor hopes that NSMO, EVN, and the Power Trading Company will continue to closely coordinate and provide specific documents and instructions.

On EVN's side, Vice President Nguyen Tai Anh said that synchronizing the progress of the Monsoon wind power project (Laos) and the progress of the Monsoon - Thanh My 500kV transmission line not only fulfills the commitment between the governments of Vietnam and Laos in the field of energy development but also increases the capacity of the Vietnamese power system. EVN Vice President also committed and assigned tasks to relevant units under EVN to continue to closely coordinate so that the implementation of connection works ensures progress and is synchronized with the construction process of the Monsoon wind power project. EVN also accompanied NSMO to discuss specifically with the investor changes in legal procedures, urgently implementing other related procedures so that the project can be completed on schedule.

The Monsoon wind power project is the first wind farm project in Laos and is one of the largest wind power projects in Southeast Asia to date.
