EVNNPT has a dialogue with 40 renewable energy power plant investors in the Central and Central Highlands regions

Conference on Management and operation of transmission grid between renewable energy (RE) plants and Power Transmission Company 3 (PTC3) co-organized by the National Power Transmission Corporation (EVNNPT) and PTC3 on 25 February 2022, in Khanh Hoa province.

 

The conference aims to strengthen coordination with investors of RE plants connected to the transmission grid.

By the end of 2021, the total capacity of RE sources connected to the transmission grid managed by PTC3 is 4,664MW, accounting for 35% of the total installed capacity of the region, including 23 wind power plants (total 2,200MW), 34 solar power plants (total about 3,600MW).

Due to the rapid development of solar power sources in a short time, some 220kV transmission lines and 220kV transformers have been installed in Ninh Thuan, Binh Thuan, Lam Dong, Khanh Hoa, Phu Yen, Binh Dinh, Gia Lai provinces operate at full load. Currently, the National Load Dispatch Center, Central Power System Dispatch Center, Southern Power System Dispatch Center are applying wiring changing, busbar separating, grid loop opening measures to regulate the capacity, make the most of the load capacity of the unloaded 220kV lines.

In 2021, thanks to the good coordination between RE plants, PTC3 and dispatching units have been able to limit the overload.

The representative of Trung Nam Thuan Nam Solar Power Plant (Trung Nam Construction Investment Joint-Stock Company) highly appreciated the operation of the transmission grid over the past time. The parties had smooth coordination. The maintenance and repair of the power grid are always notified in advance, performed at night and recovered the grid on time by PTC3.

A representative from Xuan Thien Group (which owns Xuan Thien Ea Sup and Xuan Thien Thuan Bac solar power plants) said that the cooperation with the Power sector, specifically PTC3, has greatly supported the enterprise. Thereby, the enterprise operates the plant following the process, promptly reports the abnormal situation to the relevant dispatching level to regulate the grid accordingly.

Informing more about the dispatching of the power system, Mr. Vu Xuan Khu - Deputy Director of the National Load Dispatch Center (A0) said that in the past time in the Central - Central Highlands region, RE plants is accepted, energized and put into operation in a short time but still ensures the safety and stability, no incidents occur. In general, the units have complied with the process and regulations.

Total RE sources (wind power, solar power) in Vietnam's power system as of 31 December 2021 are over 20,000MW. This makes the dispatching work have to change many modes of operation. Typically, during the day, there is a time when the solar power source reaches from 16,000-17,000MW, but when the sun goes out (after 5 pm), it is no longer available, so the traditional power must be balanced for backup.

To safely and effectively operate the transmission grid, Mr. Vu Xuan Khu suggested that the units need to have smooth coordination in maintenance and repair work and suggested the investors of RE projects strengthen research and dissemination of circulars and guidelines on the power system dispatching to operate RE plants smoothly and methodically.
