Reporter: Could you please tell us the progress of the project up to this time?
Mr. Bui Phuong Nam: This is an important project to fulfill bilateral commitments in the energy development field and to implement the Power Purchase Agreement signed on 4 January 2020 between the Government of Vietnam and the Government of Laos.
When put into operation, the project will transmit the capacity of 16 hydropower plants from the Nam Mo river basin in Laos territory to Vietnam, with a total capacity of 850MW.
Up to now, the project has implemented quite a large amount, of which the demining has been completed; the compensation and site clearance of 145/145 column positions were completed. The compensation and resettlement plan supporting people in the corridor has been submitted to the People's Committees of Tuong Duong and Ky Son districts (Nghe An province) and has been approved for about 80%. This work is expected to be completed in March 2022.
The erection of steel poles was carried out right in February 2022. The contractor selection has been basically completed according to the plan.
With an important role in importing electricity to Vietnam, this work is also meant to celebrate the 60th anniversary of the establishment of the diplomatic relations between the two countries (5 September 1962 – 5 September 2022) and the 45th anniversary of the bilateral relations signing date (19 July 1977 – 19 July 2022).

Reporter: With the goal of completing the project in June 2022 to promptly ensure electricity for the North from the hot season of 2022, what solutions has EVNPMB 1 implemented to ensure progress?
Mr. Bui Phuong Nam: After the Lunar New Year holiday, from 12 February 2022, the contractors have stabilized their organization and started construction again.
To meet the construction progress, EVNPMB 1 has oriented the contractors to closed construction each anchorage and pole. As a result, the contractors can synchronously install steel poles and closed conductor wiring without delay between construction steps. Up to now, contractors have mobilized enough construction units as required.
Aware that this is an urgent project of EVN, which plays an important role in the implementation of bilateral commitments between the Governments of the two countries, EVNPMB 1 and its contractors are determined to ensure the completion and energization of the project in June 2022.
Reporter: This is the first transmission grid project managed and operated by EVNPMB 1. Does this put any pressure on EVNPMB 1, Sir?
Mr. Bui Phuong Nam: We have faced many difficulties. First of all, the construction works within the border, so the project has to apply for procedures and declare to many authorities such as Border guard station, Protection forest management board and forest management to bring in manpower and equipment to construction location.
Second, the project has many pole positions located within the natural forest. To ensure compliance with the requirement not to cut down forests to pave the way for construction, so the moving and transporting of materials and equipment is very difficult, leading to a long construction schedule.
Thirdly, the complicated mountainous terrain, many pole positions on the top of the mountain, the construction road has a high slope and very long, and often rain at the beginning of the new year, so the foundation excavation and equipment transporting face great obstacles.
However, EVNPMB 1 actively offered appropriate solutions to speed up the construction progress. In addition, EVNPMB 1 always closely follows with local authorities to receive the best coordination and condition-creating for project implementation.
