Effectiveness of putting the remote control center into operation

For a power network with long transmission lines and many substations, construction of Dien Bien Remote Control Center (SCADA/DMS) and commissioning of unmanned 110kV substations are an important step in the process of modernizing and automating power networks according to the smart network construction roadmap.

Dien Bien Power Company (Dien Bien PC) is managing and operating two 110kV substations with a total capacity of 82MVA; a 35/22kV-6300kVA intermediate substation; three 35/35kV-10,000kVA autotransformer (on-load tapchanger) substations; 1,041 distribution substations with a total capacity of 146,933kVA. Dien Bien PC also manages and operates 110kV transmission lines with a total length of 286.833km; 22kV and 35kV medium-voltage power grids  with a total length of 2,413.82km; and low-voltage power line with a total length of 2,448.5km.

Network operation at Dien Bien Remote Control Center

The Remote Control Center (SCADA/DMS) under Dien Bien PC was officially put into operation on 17 September 2020, together with Tuan Giao 110kV (E21.1) and Dien Bien 110kV (E21.2) substations. Putting the Center into operation has brought many practical benefits such as: reduction of operation and switching time of substation equipment, shortening maintenance and troubleshooting time of substation problems, so contributing to improving production efficiency, increasing labor productivity, improving power supply reliability, improving power quality, and better meeting power supply requirements. 

Since the SCADA/DMS was put into operation and the substations were transferred to unmanned operation model, dispatchers, team leaders and the SCADA engineers have managed, supervised and controlled substation equipment from the Center. When operating, the detection and troubleshooting are much faster because the screens at the Center display three warning levels of devices at 110kV substations, breakdowns or abnormalities on medium-voltage grid. Depending on the level of emergency, alarms will be activated and SCADA/DMS staff will check on the computer system to detect the problem and offer suitable solutions quickly and exactly.
