Electricity industry strives to overcome difficulties to meet the country's power demand

This is one of the information presented at the Conference, organized on 7th July, to review the work of the first 6 months of the year and implement the tasks of the last 6 months of 2023 by the Ministry of Industry and Trade (MOIT).

Following up on the instructions of the Government

In the first 6 months of 2023, the total power produced and imported for the whole national electricity system is estimated at 136.09 billion kWh, increased by 2.2% over the same period in 2022, reaching 47.8% compared to that of the plan in 2023 (284.5 billion kWh). The management of electricity prices in the first 6 months of 2023 has been drastically implemented, promoting economic growth and ensuring social security.

The competitiveness in the wholesale electricity market has been gradually enhanced with the participation of 108 plants (total capacity of 30,768MW) and 6 power purchasers. The operation of the electricity market has promoted transparency in mobilizing power plants, creating a competitive environment among power generation units, enhancing the proactiveness of power plants in operation, and at the same time, gradually abolishing the monopoly in the electricity industry in accordance with the spirit of Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo on orientations of Vietnam's national energy development strategy to 2030, vision to 2045.

At the conference, EVN’s President and CEO Tran Dinh Nhan noted that after more than 10 years (from 2010 onwards) of continuously ensuring power supply, EVN has encountered many difficulties in ensuring power supply in the dry season months of 2023. For more than 20 days in June 2023, EVN had to reduce the power supply in the northern provinces. Faced with that situation, under the due and timely direction of the Prime Minister and the leaders of MOIT; with the cooperation of the Vietnam Coal and Mineral Industries Group, the Northeast Corporation, and the Vietnam Oil and Gas Group to better ensure fuel for power generation and water inflow to hydroelectric reservoirs, EVN has basically ensured the power supply again from June 23, 2023.

Ensuring electricity in the period 2024-2025: Still facing many difficulties

In order to contribute to ensuring power supply in the coming time, EVN will propose solutions to MOIT and the Prime Minister. In the immediate future, besides solutions for operating the power system, ensuring sufficient fuel for power generation, and ensuring the availability of the unit, it is necessary to speed up the approved projects, build a mechanism to develop LNG power projects promptly, supplement power sources to the Northern region such as concentrated solar power, self-sufficient rooftop solar power, onshore and offshore wind power., etc.

It was reported that EVN shall focus on deploying the 500kV line, circuit 3, connecting from the Central and the South to the North (if these projects are not assigned by the competent authority to another unit as the investor) and are determined to complete the project in May 2025. To achieve this progress, EVN urgently needs the maximum coordination by ministries and sectors on construction investment procedures, and compensation - site clearance in the localities where the line passes. Thus, in the dry season months of 2025, about 3,000MW can be supplemented from the Central and the South to the North.

At this conference, MOIT requested units to accelerate the progress of major and key energy projects (especially projects on inter-regional power and transmission systems); to urge and supervise investors of power plants to promptly remedy incidents, and at the same time to ensure conditions for maximally exploiting the power plants' capacity; well perform the regulation and operation of the power system, ensuring synchronism and efficiency. At the same time, it is necessary to urgently complete the formulation of the Implementation Plan of Electricity Master Plan VIII and the Strategy for the Development of the Power sector, and submit it to the Prime Minister for approval; proactively develop the Law on Electricity (amended), the Law on Economical and Efficient Use of Energy (amended), the Law on Renewable Energy Development and other mechanisms and policies on direct electricity trading.
