The Deputy Prime Minister stated clearly that rooftop solar power is a renewable energy source that needs to be prioritized and motivated to develop while mobilizing resources from organizations and individuals, and taking advantage of the existing transmission grid. Therefore, the Decree must overcome shortcomings and limitations in the development of rooftop solar power in recent times. From there, clearly identifying subjects; technical standards; incentive mechanisms and policies for each subject and operating methods (self-production, self-consumption, grid-connected, with storage equipment, etc.); technological solutions that ensure the safety and stability of the base-load power system when integrating rooftop solar power into the grid.
Deputy Prime Minister Tran Hong Ha believed that the Decree needs to clearly define contents, objectives, scope of subjects that are organizations and individuals installing rooftop solar power in the form of self-production, self-consumption, non-business or business, thereby providing incentive policies and mechanisms, regulations of safety, fire protection accordingly.
Minister of Industry and Trade Nguyen Hong Dien said there are 3 main incentive policies for rooftop solar power: being installed without following Power Development Plan No.8; being connected to and generating surpass power to the national grid at a time-based price; receiving interest rate support with energy storage equipment being installed.
Mr. Do Van Nam, member of the Board of Directors of the Northern Power Corporation, said that currently, businesses in industrial zones are in dire need of incentive policies and procedures to develop rooftop solar power. He recommended solutions to be applied for industrial zones and parks is just to verify the safety of existing structures where rooftop solar power systems are installed; issuing a set of sample documents for new rooftop solar power installation projects; decentralizing to localities and clearly stipulating handling duration, etc.
Sharing this opinion, Mr. Bui Quoc Hoan, Deputy General Director of the Southern Power Corporation, said that it is necessary to motivate businesses in industrial parks to install equipment to store unused rooftop solar power and convert it into a clean baseload power source, then transmit to the grid during the evening peak time at a suitable price.
At the meeting, representatives of the National Load Dispatch Center reported on the capability to ensure the safety and stability of the national power grid when increasing renewable energy capacity.
Leaders of ministries and agencies also discussed solutions to reform and shorten administrative procedures on environmental protection, construction, fire prevention and fighting, etc. in licensing rooftop solar power installation; preferential interest rate support; criteria for defining baseload electricity generated from rooftop solar power storage; authority to grant green credits to businesses using rooftop solar power in production; technical codes and standards to control and ensure safety when generating or not generating excess power to the grid.
Deputy Minister of Natural Resources and Environment Tran Quy Kien said that current regulations in the land law do not hinder rooftop solar power installation. Businesses will enjoy mechanisms related to green credits when using rooftop solar power. "We need a plan to manage, collect, and process end-of-life solar panels in households, offices, and industrial parks," Deputy Minister Tran Quy Kien said.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the importance of rooftop solar power in contributing to energy security. This is an urgent task and an important solution to mobilize social resources to implement Power Development Plan No.8. Therefore, encouraging organizations and individuals to invest in rooftop solar power is a consistent policy.
The Deputy Prime Minister stated clearly that rooftop solar power, offshore wind power, biomass power, waste-to-energy power, etc. including projects that export electricity without transmitting power to the national grid, producing green hydrogen, self-production, and self-consumption, etc. are prioritized for development in conditions that meet requirements for technology, system safety, and with reasonable prices. Developing rooftop solar power is a solution for the economical, effective use and planning of land for energy.
From a scientific, practical, and legal basis, the Decree needs to clearly define the content, objectives, and scope of subjects are organizations and individuals installing rooftop solar power in the form of self-production and self-consumption. non-business and business, thereby providing incentive policies and mechanisms for safety, and fire protection respectively.
Specifically, as for households, offices, office buildings, etc. installing rooftop solar power for self-production, self-consumption, and non-business, sample dossiers will be developed to simplify procedures, except for projects with special requirements for safety and fire protection.
Businesses installing rooftop solar power systems for self-use and storage equipment need to offer reasonable prices, along with plans for financial support, interest rates, tax support, etc.
The Deputy Prime Minister noted that the scale of rooftop solar power development and associated incentive policies should be carefully considered from the perspectives of scientific and technological bases, technological equipment, transmission grid, and economic efficiency; protecting long-term interests of investors; and driven by environmental protection.
In addition, the Ministry of Industry and Trade should coordinate with ministries and agencies to introduce technical requirements, conditions, and criteria to better control rooftop solar power sources, and financial policies related to rooftop solar power, etc. in the spirit of maximum decentralization to localities.
