Ensuring Coal Supply for Thermal Power Plants in Duyen Hai Power Center: Synchronizing Solutions

The reporter of Electric World had a discussion with Mr. Nguyen Huu Phien - Director of Duyen Hai Thermal Power Plant Company on how to provide adequate coal for the operation of Duyen Hai 1 thermal power plant, test run and operation of Duyen Hai 3 thermal power plant from now to the end of the year?

Reporter: For the first 6 months of 2016, Duyen Hai 1 thermal power plant has contributed a significant output to ensure the power supply for the provinces and cities in the South of Vietnam. Please share with us how the plant managed to have adequate fuel for production.

Mr. Nguyen Huu Phien: From the end of 2015, Duyen Hai thermal power plant company signed a contract for supply of coal from the Vietnam National Coal – Mineral Industries Holding Corporation Limited (Vinacomin) and the Northeastern Corporation.

As of June, 2016, of coal loading and unloading productivity of the coal port in Duyen Hai Power Center increased from 5,000 tons per day (January 2016) to over 12,000 tons per day (June 2016).

Till the end of June 2016, the volume of loaded and unloaded coal reached more than 1.5 million tons, enough to meet the demand for stable operation of the two generating units of the Duyen Hai 1 thermal power plant.  Currently, there is about 250,000 tons of coal left in the  warehouse for emergency cases.

Reporter: Since it is the rainy season, how is the loading and unloading of coal  impacted?

Mr. Nguyen Huu Phien: Two reasons for the impacted productivity of coal loading and unloading of the coal port of the Duyen Hai power center: the rainfall leading to the high humidity of the coal and the monsoon. Therefore, the employees of the power plant had to take advantage of good weather to work on a non-stop basis including Saturday, Sunday, assuring the highest coal loading and unloading productivity.

Reporter: It is expected that Duyen Hai 3 thermal power plant will be put into operation by the end of this year.  Does the existing coal port ensure  sufficient volume of coal loading and unloading for the operation of the 2 power plants?

Mr. Nguyen Huu Phien: Duyen Hai 3 thermal power plant has just stoked the boiler for the first time and is going to have a test run. It  is expected to be put into commercial operation by the end of 2016 or beginning of 2017. With the designed capacity of 1,245 MW, Duyen Hai 3 thermal power plant needs the same volume of coal as Duyen Hai 1 thermal power plant.   

Meanwhile, the current coal loading and unloading capacity is only capable of  meeting the demand of the commercial operation of Duyen Hai 1 thermal power plant and a test run of Duyen Hai 3 thermal power plant from now until the end of the year. The second coal port is therefore being constructed for Duyen Hai Power Center and planned to be put into operation   in 2018. For the time being, the loading and unloading would be very "stressful," especially when both Duyen Hai 1 and Duyen Hai 3 thermal power plants are concurrently in operation. 

Duyen Hai 1 thermal power plant plays an important role in power supply to the Southern provinces.

Reporter: What are the solutions of the company  to overcoming this situation?

Mr. Nguyen Huu Phien: At present, the company is dredging narrow passages into and out of the port to accommodate ships with load up to 30,000 tons.

In parallel, the company in collaboration with Vinacomin conveys coal from ships with big load to ships with smaller load, appropriate structure for convenient  transportation from/ to the port  in order to increase the productivity.

The company also installed a loading and unloading system with cranes to increase productivity by 3,000 tons per day on average.

Moreover, the Power Generation Corporation No 1 (EVNGENCO 1) is negotiating with Vinacomin  on using sea barges for coal transportation in the coming period in order to raise the productivity of coal loading and unloading. Due to the shallow narrow passages, large tonnage ships cannot pass through the port. However, sea barges can still move in case of water level of only 5 m and transport up to 10,000 tons of coal. The coal loading and unloading equipment at the port is also suitable for unloading coal from sea barges.

From 2018, the second coal port of the Center will be put into operation and ensure productivity of coal loading and unloading, serve two power plants, and therefore ensure the supply of power for provinces and cities of Southern Vietnam.

- Estimated for 2016: reaching around 6.5 billion kWh, exceeding nearly 10% of the plan.
