Hoa Binh Hydropower Plant was built by the Soviet Union (former) in 1979, with 8 operating units, a total installed capacity of 1,920MW. This is the second largest hydropower project in Vietnam and also one of the largest hydropower projects in Southeast Asia, the key power source of Vietnam’s power system, making a realistic contribution to socio-economic development and the cause of national industrialization and modernization.

Hoa Binh Hydropower has promoted its role as a multi-purpose strategic hydropower work. Reservoir works have participated in effective flood regulation, flood reduction for the downstream. The operation and regulation of Hoa Binh hydropower reservoir with a capacity of over 9 billion m3 has helped the Northern Delta basically avoid the situation of flooding and inundation.
In the national power system, Hoa Binh Hydropower assumes the main role in regulating the frequency and voltage of the power system. All the 8 units are capable of quickly switching between working modes, so the plant always plays the role of frequency and pressure regulation, contributing to maintaining stable power quality for the whole system.

- 6 November 1979: Commencement of construction.
- 30 December 1988: Unit 1 connected to the national grid.
- 20 December 1994: Inaugurated the plant.
- 25 February 2005: Production reached 100 billion kWh.
- 17 December 2010: Production reached 150 billion kWh.
- 24 May 2016: Production reached 200 billion kWh.
- 25 May 2021: Output reached 250 billion kWh
