Hoa Binh Province commits to closely coordinating in implementing investment and construction of power works

Working in Hoa Binh province on 25 October 2023, the Vietnam Electricity delegation and provincial leaders discussed the power supply situation and development plans for power supply network infrastructure by the implementation plan of Hoa Binh Provincial Planning for the period 2021-2030, vision to 2050.

On Hoa Binh province's side, the meeting was attended by Mr. Bui Van Khanh - Deputy Secretary of the Provincial Party Committee and Chairman of the Hoa Binh Provincial People's Committee.

On the side of Vietnam Electricity (EVN), the meeting was attended by Mr. Nguyen Duc Cuong - a member of the Board of Directors of Vietnam Electricity, and Mr. Nguyen Duc Thien - the President and CEO of Northern Power Corporation (EVNNPC).

Hoa Binh province is powered by 2 220kV substations with a total capacity of 375MVA, with additional support from the Xuan Mai 220kV substation through 2 110kV power lines and connection lines with some neighboring provinces. Currently, the power grid basically ensures the province's power consumption needs.

Commercial electricity in Hoa Binh province in the period of 2016 - 2020 and 2021-2022 has an average growth equivalent to 9.75%/year and 9.63%/year. By the end of the first 9 months of 2023, commercial power output reached 973 million kWh, an increase of 7.62% over the same period in 2022. It is expected that commercial power output in 2023 will reach 1.31 billion kWh, an increase of 8.06%.

In the period 2021-2030, Hoa Binh province plans to add 8 Industrial Parks (IPs), increasing the total area of Industrial Parks in the province to 3,569ha. The total number of existing and additional industrial clusters integrated into the Hoa Binh Provincial Planning is 38 industrial clusters, with a total land area of 2,209ha. Total registered electricity capacity in the period 2023-2025 is about 240MW.

To ensure power supply for load development in the area by the implementation plan of Hoa Binh Provincial Planning for the period 2021-2030, with a vision to 2050, EVN and its member units are continuing to invest in the construction of many 500-220-110kV power source and grid works in the period 2021 - 2025. Some key projects such as the expanded Hoa Binh Hydropower Plant project started in January 2021, expected to generate power for unit 1 in June 2025 and for unit 2 in September 2025. Investing in the construction of the Nho Quan - Phu Ly - Thuong Tin 500/220kV power line passing through the Lac Thuy district, starting in November 2018, is expected to be completed in the fourth quarter of 2024. For the 110kV power grid, EVNNPC has been investing in 14 projects in the province, currently completing 7 projects with a total investment of nearly VND 360 billion and is implementing 7 projects with a total investment of nearly VND 940 billion. In addition, EVNNPC also implements many construction investment projects for medium-voltage, low-voltage, and rural power grids from 2021 to 2025.

At the meeting, the two sides discussed difficulties and obstacles in the process of implementing construction investment projects of EVN and its member units to find solutions to remove those difficulties and obstacles.

EVN also proposed the Provincial Party Committee, People's Committee of Hoa Binh province, and relevant agencies to continue to maintain coordination and increase support for EVN in construction investment of power works; quickly remove obstacles in compensation and site clearance work; complete the legal corridor according to the planned targets, ensure the required progress, and allocate enough land funds for power works to carry out investment and construction in accord with approved planning.

Regarding EVN's proposals, Mr. Bui Van Khanh - Deputy Secretary of the Provincial Party Committee and Chairman of Hoa Binh Provincial People's Committee committed to directing, coordinating, and assigning the Department of Industry and Trade and the Department of Planning and Investment of Hoa Binh province act as a focal point and closely coordinate with the Power sector to promptly and quickly resolve all obstacles, ensuring the construction implementation of power sources and grids in the area by the implementation plan of the current Hoa Binh Provincial Planning for the period 2021-2030, vision to 2050.
