Large hydropower reservoirs have played a role in preventing floods, droughts and ensuring security of water resource

That is an affirmation by Deputy Minister of Industry and Trade Hoang Quoc Vuong at the Explanatory Conference on "Water resource security for production and daily life, and safe management of reservoirs and dams". The conference was held by the National Assembly's Committee of Science, Technology and Environment (NACSTE) on 17 August 2020, in Hanoi.

Deputy Chairman of the National Assembly Phung Quoc Hien and Chairman of NACSTE Phan Xuan Dung chaired the conference.

Explaining hydropower reservoir operation, Deputy Minister of MOIT Hoang Quoc Vuong said that currently, there had been 429 hydroelectric projects put into operation in the whole country. Hydropower reservoirs with a total capacity of about 56 billion cubic meters, accounting for 86% of the total reservoir capacity in the whole country.

Hydropower reservoirs have contributed significantly to cutting, reducing and slowing down floods, helping to reducing damage caused by floods. This is also a source of water for daily life, production, etc., in the dry season, contributing to ensuring food security.

Hydropower reservoirs, in addition to their basic task of generating power, ensuring power supply security for the national power system, must also ensure aligned economic-environmental-social benefits. In recent years, the operation of hydropower projects according to the Inter-reservoir and Single-reservoir Operation Procedures has been observed by hydroelectric dam owners. They have closely coordinated with the locality, strictly followed the regulations before flood discharge, proactively coordinated with the authorities to forecast the hydrology of the project.

The leaders of MOIT proposed: The Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment (MONRE) should clarify, unify and develop a mechanism to coordinate and regulate water in hydropower reservoirs in the dry season; reviewing requirement on water regulation of hydropower and irrigation reservoirs to supply water for the downstream basins in the dry season; MONRE should research to flexibly adjust the storage time of hydropower plants in the inter-reservoir process, develop guidance/instructions on how to define flood drainage corridors and manage flood drainage corridors to ensure safety for downstream basins when operating flood discharge.
