In the provinces of Kon Tum and Gia Lai, EVN is managing 4 hydropower plants, with a total capacity of 1,420MW (Pleikrong Hydropower Plant with a capacity of 100MW, Ialy Hydropower Plant with a capacity of 720MW, Se San 3 Hydropower Plant with a capacity of 240MW and Sesan 4 Hydropower Plant with a capacity of 360MW). These are all multi-purpose plants with the main task of generating power; regulating flow in the dry season for downstream areas; operating and regulating reservoirs, and reducing floods to ensure downstream safety in the rainy season. In the past time, the plants have operated stably, met the technical requirements, and operation parameters as designed, and fulfilled the economic and technical targets assigned by EVN every year. The average annual production power output has reached and exceeded the design.
Regarding construction investment projects in the area, EVN is the investor in the Ialy Hydropower Plant Extension Project with a capacity of 360MW. The project was approved by the Prime Minister with investment policy in Decision No. 38/QD-TTg dated January 10, 2018; by CMSC in Document No. 1382/UBQLV-NL dated 19 September 2022 to decide on investment; by EVN Member Council in Decision No. 384/QD-EVN dated 27 September 2019. The objective of construction investment is to take advantage of the excess discharge water to generate electricity and perform frequency and voltage regulation tasks to ensure the safe operation of the power system.
EVN started the project in June 2021. Up to now, many items of the project have been completed beyond the planned progress. However, the project is still having problems with procedures for converting forest land use purposes in Gia Lai province.
In addition to the above project, according to the Report No. 6328/TTr-BCT dated 13 October 2022 of the Ministry of Industry and Trade, submitted to the Prime Minister for approval of the National Power Development Planning Project for the period of 2021 to 2030, with a vision range. Looking to 2050, the Sesan 3 and Sesan 4 hydropower plants managed by EVN will be built and expanded and are expected to be put into operation in the period 2026 - 2030.
At the meeting, EVN and the unit reported full information on the operation of hydropower plants in the region, ongoing projects, as well as the need to expand hydropower plants in the context of increasing renewable energy sources capacity. At the same time, EVN proposed and recommended CMSC to remove difficulties and obstacles for EVN and its units.
