Chairman of the Member Board of EVN Duong Quang Thanh said that Vietnam Electricity is a 100% state-owned enterprise, tasked with ensuring national energy security and providing electricity for the socio-economic development of the country. Investment in the construction and development of power sources and power grids is one of the key tasks of EVN.
EVN has completed the task of investing in power source and grid projects in the adjusted Power Master Plan VII. Specifically, in terms of power investment, in the period of 2016-2020, EVN has put into operation 11 traditional power source projects (hydropower, thermal power) with a total capacity of 5,908MW, equal to 96.83% compared to the 5-year plan 2016-2020 assigned. Which, Lai Chau Hydropower Plant project was completed 1 year early, key power projects in Vinh Tan and Duyen Hai Power Centers were put into timely power generation, contributing to ensuring electricity supply for the South.
Currently, EVN is focusing on investing in 10 power source projects with a total capacity of 8,240MW, of which: 3 projects are started in 2021 and are under construction (Hoa Binh Hydropower Extension, Italy Hydropower Expansion and Quang Trach 1 Thermal Power Plant); 7 projects are implementing investment procedures (including: O Mon III, IV Thermal Power; Dung Quat I, III Thermal Power; Quang Trach 2 Thermal Power; Bac Ai Storage Hydropower; Tri An Hydropower Expansion).
Regarding power grid investment, from 2016 to 2022, EVN has completed 1,440 power grid projects with voltages of 110-500kV (205 projects/year on average). Which, EVN has put into operation the 500kV line, circuit 3 from Pleiku to the South (2016), Vung Ang - Quang Trach - Doc Soi - Pleiku 500kV line, circuit 3 (in 2022) to improve system capacity of the North-South transmission grid system and many other important grid projects. Up to now, the 500-220kV transmission power system has been developed for 63/63 provinces and cities across the country to meet the electricity supply requirements for the country's socio-economic development.
Currently, EVN and its units continue to invest in power grid projects according to the approved planning, which, focuses on investing in important projects in service of connection and release of power source capacity, projects importing electricity from Laos, and power supply projects for areas with large loads and high growth.
In the past time, the Ministry of Construction in particular, and the Ministries, sectors, and the Government, in general, have supported and accompanied EVN in the construction of power projects, contributing to helping EVN complete the tasks assigned by the Government in ensuring energy security, providing electricity for socio-economic development. Several regulations and guidelines were adjusted and issued promptly to help to speed up the project implementation, the project will be put into operation soon.

However, in the process of EVN implementing projects, there are still difficulties, typically the planning is not synchronized, causing many problems when agreeing on location, leading to design documents having to be adjusted again many times. The legal regulations in the field of construction investment are getting stricter and stricter, but in some cases, there is still inconsistency leading to difficulties in the implementation process. Several design regulations and standards are still missing, leading to the need to obtain permission during the implementation process, through the competent authorities, leading to prolongation of the project implementation time (for example, standards on fire prevention and fighting, specialized standards, etc.). Some provisions of the law are currently unclear, leading to different interpretations in the appraisal process of the construction authority and the approval process of the investor. In particular, the work of compensation and site clearance for power projects has become increasingly complicated, with some projects having problems in supplementing planning, registering land use plans, and determining the origin of land, policy on forest land conversion, inadequate compensation unit price, etc.
At the meeting, EVN petitioned the Ministry of Construction related issues about the content of design appraisal and implementation after the basic design; verification consultant; appraisal by specialized construction agencies; basic design adjustment content; adjustment of work construction estimates; contract management; project management cost norms, etc.

Mr. Bui Hong Minh said that EVN is a large corporation, that plays an important role in the economy. With EVN's difficulties in the process of construction investment, he suggested, EVN needs to enhance information exchange to quickly capture and process. At the same time, he suggested that EVN also actively propose implementing ways; and coordinate with the Departments... of the Ministry to provide information, helping the Ministry of Construction to study and summarize the actual situation, since then, it has advised the National Assembly and the Government to reform the management of construction investment.
The Deputy Minister also noted and suggested that EVN continue to take the lead in applying science and technology in construction investment. In particular, EVN continues to apply the BIM project information model in construction investment management.
