Accordingly, the total number of key energy facilities nationwide in 2023 is 3,491, including 2,864 industrial facilities, 18 agricultural production facilities, 70 transportation units, and 539 construction works.
Regarding implementation, the Ministry of Industry and Trade is required to host and coordinate with relevant ministries, branches, and localities to organize the management of energy use activities of key energy facilities in compliance with the provisions of the Law on Economical and Efficient Energy Use and Decree No. 21/2011/ND-CP dated 29 March 2011 of the Government detailing the contents and measures for implementing the Law on Economical and Efficient Energy Use. At the same time, the Ministry of Industry and Trade is required to host and coordinate with relevant ministries, branches, and People's Committees of provinces and centrally governed cities to update and submit to the Prime Minister for promulgation a list of key facilities for publication before 31 March every year. In addition, the Ministry of Industry and Trade is responsible for the accuracy and completeness of the List of key energy facilities, etc.
For state-owned groups and corporations: Requiring key energy facilities that are members under their management to perform tasks on economical and efficient energy use in compliance with the provisions of the Law on Economical and Efficient Energy Use and other relevant legal documents, report to the People's Committees of the provinces and centrally governed cities where the facilities are headquartered, and at the same time report to the groups and corporation to synthesize and report to the Ministry of Industry and Trade. In addition, organizing the reviewing and updating the list of key energy facilities under their management; synthesizing and submitting to the Ministry of Industry and Trade before 1st February every year.
Key energy facilities are responsible for fully implementing the obligations stipulated in the Law on Economical and Efficient Energy Use and Decree No. 21/2011/ND-CP dated 29 March 2011 of the Government detailing the contents and measures for implementing the Law on Economical and Efficient Energy Use and other relevant legal documents.
