Specifically, Document No. 5028/BCT-DTDL dated July 16, 2024, sent to the People's Committees of provinces and centrally-run cities on the implementation of Decree No. 80/2024/ND-CP, the Ministry of Industry and Trade clearly stated: To consistently and effectively deploy Decree No. 80/2024/ND-CP nationwide, the Ministry of Industry and Trade requests 63 centrally-run provinces/cities to direct their specialized electricity agencies to inspect and oversee renewable energy generation units and large electricity customers under their management in compliance with Decree No. 80/2024/ND-CP and related legal regulations.
Specifically, provisions of laws on planning and investment (including compliance with national power development master plans and provincial master plans approved by competent authorities); regulations on licensing electricity activities; regulations on fire and explosion safety in construction, land, environmental protection, and safety in electricity use; regulations on electricity trading and contracts; other relevant legal regulations.
The Ministry of Industry and Trade also requires provinces to be responsible for monitoring and managing the list of large electricity customers under their management who engage in DPPA via private wires as prescribed in Point a, Clause 1, Article 29 of Decree No. 80/2024/ND-CP. At the same time, provinces inspect, oversee, resolve complaints, and handle violations during the implementation of the DPPA mechanism within their management area.
In document No. 5029/BCT-DTDL dated July 16, 2024, addressed to Vietnam Electricity; Power Corporations: EVNNPC, EVNSPC, EVNCPC, EVNHANOI, EVNHCMC, and the National Load Dispatch Center, Ministry of Industry and Trade also assign tasks to EVN and member units to urgently carry out tasks to effectively implement Decree 80/2024/ND-CP of the Government.
