In the Document, the Ministry of Industry and Trade required Vietnam Electricity to synthesize solar power projects entitled to electricity selling rates according to Decision No. 13/2020/QD-TTg dated 6 April 2020 of the Prime Minister.
Specifically, to direct Power Corporations/Power Companies to make a list of rooftop solar power (RSP) systems with a capacity of 100kWp or larger, that have been put into operation and entitled to electricity selling rates as regulated in Decision No. 13/2020/QD-TTg dated 6 April 2020 of the Prime Minister.
At the same time, to confirm that these RSP systems are in compliance with the regulations on development, connection, recognition of operation date, signing of the power purchase agreement and other legal regulations in the power sector; to send documents to the provincial Department of Industry and Trade before 11 March 2021 to provide a list of RSP systems to synthesize.
On the basis of the above-mentioned RSP list, EVN synthesizes RSP systems across the country; research and propose effective operational solutions to minimize the reduction of solar power sources that have been put into operation, and minimize economic losses of investors.
With provinces and cities under the central government, the Ministry of Industry and Trade requires localities to assign responsible units to coordinate with relevant departments and agencies to review and assess RSP in accordance with current laws and authority of localities, to coordinate in implementing the tasks assigned by the Prime Minister in Document No. 185/TTg-CN dated 9 February 2021. To synthesize the development of solar power in the province (including grid-connected terrestrial solar power projects and RSP projects with a capacity of 100 kWp or larger).
The Ministry of Industry and Trade also required EVN and provinces/cities under the central government to appoint representatives to join the inspection team of the Ministry of Industry and Trade to conduct an inspection of solar power development, especially RSP projects recently.
Previously, on 5 March 2021, the Ministry of Industry and Trade decided to set up an inspection team for solar power development.
