Ninh Thuan: Golden opportunity for clean energy development

According to a survey of the World Bank, there are totally 14 potential wind power sites in the entire Ninh Thuan province, spreading out over approximately 8000 ha area, locating mainly on three districts: Ninh Phuoc, Thuan Nam and Thuan Bac. In particular, Ninh Thuan is a province where typhoons hardly ever occur; the wind blows steadily during 10 consecutive months with average wind speed in the range from 6.4 to 9.6 m/s, essentially securing stable operation of wind turbines.

Also as stated by the survey and other researches, in addition to wind, Ninh Thuan annually receives a huge amount of solar radiation with the average annual total sunshine hours are 2837.8 hours/year which is the highest level in the country, allocating relatively unvarying all around the year. The total area having technically potential solar energy is 79,640 ha, accounting for 23.7% of the total surface of the province. Under the assumption that solar photovoltaic cell installation density is 1 MW/2 ha, the total installed capacity of solar energy may reach to 39,820 MW. According to the approved development plan, the industrial scale solar power development area in the province is envisaged for approximately 5,960 MW, the land surface acquired correspondingly will be 11,920 ha.

Wind power polls at Phu Lac wind farm

Mr. Phạm Van Hau – Vice Chairman of People Committee of Ninh Thuan province said that: Since 2009, a lot of domestic and foreign companies have arrived to seek for investment opportunities. The local authorities have passed investment policies for tens of projects, however so far only one 24 MW plant has come into operation and two more projects (37.6 MW + 90 MW) have been started construction since the end of 2016..

In order to promote socio-economic development during the period 2016 - 2020, Ninh Thuan will prioritize and call for investments in wind power, solar power projects and supporting industries, services such as manufacture of spare parts for wind power, solar power plants, with the vision that until 2020, the power sector will contribute 11% to the total GDP of the province and 5 - 8% to the total national energy demand. At the same time, renewable energy development will give impetus to encouragement of the local economic development as well as attraction of foreign direct investments.

Renewable energy development is a right choice of Ninh Thuan province, however in order to accelerate renewable projects, the local authorities wishes the Government would promulgate mechanisms, policies to deal with obstacles relating to power tariff mechanism.
