Mr. Nguyen Duc Ninh – Deputy Director of NLDC stated that: In 2016, NLDC commanded the whole system operation and production with the total electricity output of 182.9 billion kWh, increasing by 11.3% over the year 2015. The peak load of the system reached 28,110 MW (on June 14, 2016), 8.7% higher than 2015. The amount of electricity being transmitted to the South through the 500kV network were 13.6 billion kWh, accounting for 15.8% of the total loads in the South.

At the same time, NLDC has maintained an uninterrupted operation of the competitive wholesale power market since July 1, 2012; actively assisted power generators in participating in the power market. In 2016, ten more power generators directly offered electricity prices in the market, raising the number of directly participating power generators to 73, with the total installed capacity of 17,929 MW, representing 46% of the total installed capacity of the system.

In 2017 and the upcoming time, the President and CEO suggested that NLDC should continue the power system operation in a safe, reliable manner, efficiently operating the power market. The President and CEO of EVN recommended that NLDC should develop an advanced and high security technical system in the power system operation. In particular, NLDC should promote its application of science and technology, as well as training and development of highly qualified human resource in order to meet requirements for power system operation with nearly 42,000 MW generation capacity, being ranked second among the countries in the South East Asia region and 30th in the world now.
12 fundamental tasks and targets of NLDC in 2017:
- To develop an advanced management model for operation of the power system and the power market;
- To set up operation modes and to command the national power system operation in a safe, reliable, quality assurance and optimal manner;
- To increase connection rate and reliability of signals to secure enough input signals for the EMS system, to complete acceptance and commissioning of the SCADA/EMS system, to enlarge the sizing of the system and to execute advanced training on security, confidentiality and development of the system;
- To add IEC 104 gate to the SCADA system, to develop a response system when the main SCADA system encounters severe failures;
- To utilize efficiently functions of the new EMS system including: automatic adjustment of generation capacity; short time load forecast for next hour, day, week (OpenSTLF); simulation training programs for dispatchers (OTS);
- To finalize upgrading software programs for the power market;
- To finalize trial collection of measuring data at five 220kV substations. To ensure that from 100% of the main measuring points, data can be collected sufficiently to serve for payments;
- To complete transfer status quo of the personnel, properties, management and operation of communication and information system and terminals at A0 and Ax to the National Transmission Power Company, Power Companies and power plants;
- To develop a Study for calculating and stabilizing the national power system during the period 2017 – 2030 and propose specific solutions to improve the power system stability, to develop specialized training programs on improving the power system stability for the power system operators;
- To take over LAB equipments from Siemens, to enhance study and experiments;
- To organize training courses on operation of power system and power market based on supports and advises from international organizations;
- To management capital investment projects according to the schedule approved by EVN.
