Operational situation in July 2023 and objectives and tasks in August 2023

In July 2023, Vietnam Electricity ensured sufficient power supply for socio-economic development and meeting the people's daily needs. Power production of the whole system in July 2023 reached 26.20 billion kWh - an increase of 7.1% over the same period in 2022. Accumulated in 7 months, the power production output of the whole system reached 160.58 billion kWh. - an increase of 1.9% over the same period in 2022. The mobilization ratio of some power source types to the total power output of the whole system is as follows:

+ Hydropower: 36.80 billion kWh, accounting for 22.9%. The Northern reservoirs continue to receive inferior water flow, reaching only 30-60% of the average of many years, with almost no flood.

+ Coal thermal power: 79.95 billion kWh, accounting for 49.8%. After the direction of the Prime Minister and the Ministry of Industry and Trade (MOIT), TKV and Dong Bac Corporation have delivered an increased coal amount compared to the contract’s term, ensuring that coal-fired power plants can be produced with higher power output and increased inventory.

+ Gas thermal power: 18.01 billion kWh, accounting for 11.2%. The amount of gas supplied is still lower than the need to operate gas power plants (due to the decline of gas fields).

+ Oil thermal power: 1.23 billion kWh, accounting for 0.8%

+ Renewable energy: 22.11 billion kWh, accounting for 13.8% (of which solar power reached 15.48 billion kWh, wind power reached 6.06 billion kWh).

+ Imported power: 2.22 billion kWh, accounting for 1.4%.

In the first 7 months of 2023, power produced by EVN and Power Generation Corporations (including joint stock companies) reached 67.55 billion kWh, accounting for 42.07% of the power production of the whole system.

Regarding construction investment: In the first 7 months of 2023, EVN and its units have commenced 36 projects and completed energizing and putting into operation 49 power grid projects from 110kV to 500kV (including 01 500kV projects, 07 220kV projects, and 41 110kV projects).

Regarding the implementation of procedures for transitional renewable energy (RE) projects:

As of August 1, 2023, 74/85 transitional renewable energy projects with a total capacity of 3,999.86MW have submitted documents to the Electric Power Trading Company to negotiate electricity prices and power purchase agreements (PPA); in which 62 projects (total capacity of 3,399.41MW) have proposed a temporary price equal to 50% of the ceiling price of the price bracket (according to Decision No. 21/QD-BCT dated January 7, 2023, of the MOIT). EVN and the investor have completed price negotiations and initialed on PPAs with 59/62 projects. 58 transitional renewable energy projects with a total capacity of 3,181.41MW have been approved temporary prices by the MOIT; 17 plants/part of plant with a total capacity of 859.52MW have completed COD procedures and are commercially generated on the grid. Of which, 21 works/parts of works have been accepted by competent State management agencies; 30 projects have been granted electricity operation licenses for the whole plant/part of plant; 38 projects have had decisions to extend investment policies. 11 projects with a total capacity of 734.70MW have not been submitted documents for negotiation.

The cumulative power generation output of transitional renewable energy projects from COD time to July 21, 2023, is about 211.7 million kWh; in which, the average daily power generation output is about 3.2 million kWh, accounting for about 0.4% of the total mobilized power output.

Some working tasks and objectives of EVN in August 2023

In August 2023, the average daily power consumption of the whole system is expected to be at 825.8 million kWh/day, up 7.3% over the same period in 2022. The power supply situation in August is expected to continue to be guaranteed.

System operation objectives: For hydropower, because the weather has entered the primary flood season, it is necessary to forecast and closely monitor the water flow to hydropower reservoirs to have a flexible exploitation strategy by day. For coal- and gas-fired power plants: Capacity mobilizing by the water situation to hydropower reservoirs in the primary flood season, avoiding excess discharge; However, coal- and gas-fired power plants are ready for high mobilization in case of need for early water storage. Make sure oil thermal power plants are reserved readily to mobilize if needed.

Regarding construction investment of power sources: Concentrating resources, speeding up the construction progress of Quang Trach I Thermal Power Projects; the expanded Hoa Binh, Ialy, and Tri An hydropower projects; and Bac Ai pumped-storage hydropower. Regarding the power grid: Approving/adjusting the investment policies of projects on Quang Trach (Quang Binh) - Pho Noi (Hung Yen) 500kV transmission line; handling the handover of construction sites for Vinh Yen 500kV and Ba Thien 220kV substations; solving site clearance problems of Song Hau - Duc Hoa 500kV transmission line; energizing the second circuit of Doc Soi - Quang Ngai 220kV transmission lines, etc.

In August 2023, it is forecasted that there will be 2-3 storms and tropical depressions in the East Sea area, which may affect the North and Central North regions. EVN continues to direct hydropower companies/plants to operate reservoirs and dams in accordance with the operating instructions of the National Steering Committee for Natural Disaster Prevention and Control and the Steering Committees of provinces/cities, intensifying propaganda on the role of hydropower in flood reduction. Power Corporations/Companies continue to perform well in ensuring power supply in the dry season, fully prepare human resources and vehicles, increase 24/7 response to promptly respond to natural disasters, storms and floods, and local overload situations, timely handling of incidents, continuing efforts to ensure power supply to customers.
