The PM required that it is necessary to innovate ways towards close coordination between relevant entities; At the same time, clearly define the tasks that local entities and businesses can participate in or partially support (such as site clearance, creating construction space, building logistics roads, digging foundation holes, and molding foundation according to design); tasks that require more expertise demand EVNNPT to take the lead role or do 100% of the work (such as erecting poles, pulling wires).

The PM required ministries, branches, and EVN to coordinate closely with local authorities and relevant units to mobilize maximum human and material resources, including on-site forces, vehicles, and materials; upholding the spirit of responsibility, initiative, and creativity, applying modern scientific and technological solutions, constructing "3 shifts, 4 crews", "overcoming the sun and winning the rain", “working through holidays and Tet”, and "eating quickly, sleeping urgently"; proactively ready to respond to unusual external impacts affecting the construction process such as weather, natural disasters, environment, and so on; and promptly resolve arising legal problems.

Regarding construction materials, the Ministry of Construction manages prices and responds promptly; Localities must also participate in ensuring raw materials. Agencies and localities do well in propaganda and mobilization of people so that they continue to support and actively participate when mobilized and support construction forces, for the benefit of the nation, the development of each locality, and for the benefit of each citizen.
