PM: Innovate ways, mobilize total resources, determined to complete 500kV circuit-3 transmission line projects by June 2024

Chairing the online conference of the Standing Government with ministries, branches, and 9 localities to promote the implementation progress of 500 kV circuit-3 transmission line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), Prime Minister (PM) Pham Minh Chinh required to innovate ways, mobilize total strength to compensate for previous slow progress and time, implementing the determination of the Government and the Standing Government to complete the projects by June 2024.

At the meeting, leaders of Vietnam Electricity (EVN) and National Power Transmission Corporation (EVNNPT) reported on the project implementation situation; Local leaders also reported in detail on site clearance, resettlement arrangements, ground handover of foundation locations, right-of-way, and affirmed their determination, making specific commitments on completion time.

After listening to the opinions and conclusions at the conference, the PM emphasized the importance of ensuring power supply with the requirement that there will be no power shortage for production, business, and consumption in 2024 and the next years.

The PM emphasized that this is a key national, urgent, and relatively large-scale project (nearly USD 1 billion), going through many localities, playing an important role in national energy security, and contributing to not repeating the situation of local power shortage in 2023, especially in the Northern region.

The PM emphasized the need to ensure progress, improve project quality, ensure labor safety and environmental sanitation, prevent incidents, avoid affecting people, and prevent corruption, negativity, and group interests.

According to the PM, the determination of the Government and the Standing Government is to complete and put the project into operation in June 2024.

Close coordination, whoever does better, let that person do it

The PM required that it is necessary to innovate ways towards close coordination between relevant entities; At the same time, clearly define the tasks that local entities and businesses can participate in or partially support (such as site clearance, creating construction space, building logistics roads, digging foundation holes, and molding foundation according to design); tasks that require more expertise demand EVNNPT to take the lead role or do 100% of the work (such as erecting poles, pulling wires).

The PM required ministries, branches, and EVN to coordinate closely with local authorities and relevant units to mobilize maximum human and material resources, including on-site forces, vehicles, and materials; upholding the spirit of responsibility, initiative, and creativity, applying modern scientific and technological solutions, constructing "3 shifts, 4 crews", "overcoming the sun and winning the rain", “working through holidays and Tet”, and "eating quickly, sleeping urgently"; proactively ready to respond to unusual external impacts affecting the construction process such as weather, natural disasters, environment, and so on; and promptly resolve arising legal problems.

Regarding construction materials, the Ministry of Construction manages prices and responds promptly; Localities must also participate in ensuring raw materials. Agencies and localities do well in propaganda and mobilization of people so that they continue to support and actively participate when mobilized and support construction forces, for the benefit of the nation, the development of each locality, and for the benefit of each citizen.

The PM stated clearly that the Government, the Prime Minister, ministries, branches, agencies, localities, groups, and corporations carry out work under the assigned functions, tasks, and powers, have the same will, act together, "only move forward", coordinate closely, innovate thinking and methods, strengthen inspection, supervision, and urge, promote achievements, overcome limits, handle difficulties, overcome challenges, and find solutions to solve problems, "whoever does better, let that person do it".
