Performance status in the first half of 2018, objectives and tasks for the last 6 months of 2018

In the first 6 months of 2018, Vietnam Electricity (EVN) has provided sufficient electricity to serve socio - economic development of the whole country and people’s residential uses, especially in holiday seasons; securing electricity supply for festive activities at the beginning of the year and the tenth meeting of the Cambodia – Laos - Vietnam Development Triangle (CLV) Summit, the fifth session of the 14th National Assembly, sufficiently providing electricity for high school entrance examinations  and national high school graduation examinations. Organizations under the power sector have cooperated with local authorities and local people to quickly overcome consequences of floods in Lai Chau, Dien Bien and Ha Giang provinces.

EVN and its member organizations have worked closely with the Ministry of Agriculture and Rural Development, the General Department of Irrigation and local authorities to regulate hydropower reservoirs to meet water demand for production and daily life; implementing three water discharge times for the 2017 – 2018 winter - spring crop production in the Northern midland and delta areas.

The total electricity production and import of the system in June 2018 reached 19.3 billion kWh (or 643.3 million kWh per day on average), of the first six months in 2018 reached 105.9 billion kWh, increasing by 11.6% over the same period in 2017. During this period, the highest daily generation output amounted to 711.3 million kWh and the peak capacity achieved 34,154 MW (on June 22, 2018). The transmission flow was mainly from the North to the Central and the South. The aggregate transmission volume in the first six months of 2018 is expected to reach 89.42 billion kWh (a rise of 11.5% over the same period of 2017), of which the amount of power being transmitted to the South was about 9 billion kWh (equivalent to 21.5% of power demand in the South), the highest transmission capacity from the North to the Central was 2,400 MW and from the Central to the South 3,950 MW.

EVN's total power sales aggregating in the first six months of 2018 are estimated at 91.78 billion kWh, an increase of 10.65% of which the domestic power sales increased by 10.94% over the same period of 2017.

During early months this year, EVN maintained its solutions to improve the quality of customer service and the access to electricity indicator. With the execution of the Government's Resolution No. 19-2018 / NQ-CP on continuing to implement major tasks and solutions to improve the business environment and raise the national competitiveness in 2018 and the subsequent years, Power Corporations/ Power Companies accordingly have collaborated with the People's Committee of provinces / cities to carry out "single door" mechanism in handling procedures of power supply through medium voltage grids; providing services at public administration centers in 14 provinces / cities; providing services via connection to online public service ports of 39 provinces / cities and further working to provide services likewise in the remaining provinces / cities, etc. Until now, the People's Committees of Hanoi and Bac Ninh province have issued decisions on implementation of "single door" mechanism between the power sector and People's Committees of Hanoi and Bac Ninh.

Regarding power supply reliability indicators of EVN as a whole, in the first six months of 2018, the system average interruption duration index (SAIDI) was 358.74 minutes (a decrease of 18.4% over the same period of 2017), the momentary average interruption frequency index (MAIFI) was 0.83 times per customer, the system average interruption frequency index (SAIFI) was 3.18 times per customer. The total power loss of EVN was 6.7% or 0.5% lower than the target set for 2018 (7.2%). This improvement is attributed to a great effort of EVN’s member organizations in the technical management and operation which has reduced interruption durations for construction activities, reduced failure durations and frequency while the grid size has been constantly increasing.

Regarding construction investment activities, in the first six months of 2018, EVN made efforts to steer and direct the construction of projects according to their planned schedules, especially power projects for power supply in the dry season. The construction value is estimated at VND 51,129 billion and the disbursed value is VND 41,913 billion. Most of key construction projects have been performed on schedule.

Regarding power plant projects: Two power units of Vinh Tan 4 Thermal Power Plant have been put into operation. Thai Binh Thermal Power Plant project has completed successfully its reliability test. Across the country, the power generation capacity being put into operation in the first six months of 2018 was about 1,500 MW. As of the end of June 2018, the total installed capacity of the system was 46,900 MW, of which EVN’s share was 28,124 MW, accounting for nearly 60%.

Regarding power grid projects: In the first six months of 2018, EVN and its member organizations completed 84 power grid projects at 110 – 500 kV voltages (including 4 500 kV projects, 15 220 kV and 65 110 kV ones). Among them, important projects were Lai Chau 500 kV substation, Tan Dinh and Son La 500 kV substation upgrading projects; Phu My, Phu Tho, Nong Cong, Dak Nong, Can Tho, Phong Dien 220 kV substations; Dong Anh, Bac Ninh 3, Vung Tau, Uyen Hung, Duc Hoa, Tay Ho 220 kV substation upgrading projects. 59 power grid projects from 110 to 500 kV voltages have started construction (including two 500 kV projects, eight 220 kV and 49 110 kV ones). In addition, the Central Power Corporation has completed electrifying the final two communes of the country Ch'ơm and Tr'Hy in Tay Giang district, Quang Nam province. As a result, up to now, 100% of communes in the country (8,989 communes) have access to the national power grid.

Regarding the capital withdrawal, EVN has completed the withdrawal of its capital at Thu Duc Electro - Mechanical Joint Stock Company (EMC), earning 77.5 billion dong, with a surplus capital of 31.56 billion dong. The divestment plan of Thuan Binh Wind Power Joint Stock Company is expected to be implemented in the third quarter of 2018. As a part of equitiziation, the IPO of Power Generation Corporation No. 3 (EVNGENCO3) has been performed. Currently preparatory works have been proceeding for organizing the first Shareholders' General Meeting to establish Joint Stock Company.

Some key objectives and tasks of EVN in the last six months of 2018

With the goal of achieving and exceeding targets of the 2018 plan, undertaking electricity supply for the socio - economic development of the country and people's life, contributing to the national economic growth at 6.7% according to the Government's Resolution No. 01/NQ-CP dated January 01, 2018, EVN has set some targets for the last six months of the year as follows:

- Electricity output to be generated and purchased will be 110 billion kWh; of which, power sales (including sales to Laos and Cambodia) will be 99.5 billion kWh;

- To push up and realize measures to reduce the electricity getting duration, contributing to improvement of the national competitiveness which strives to rank at least 60th among 190 countries and economies.

- To safely and stably operate the power system and the electricity market, to closely follow up load fluctuations, weather and hydrological conditions and be ready to cope with adverse situations. To prepare emergency response plans for flood prevention and control, ensuring safety of dams and hydropower plants, ensuring safety in downstream areas in the rainy season. To actively communicate to people the application of measures for safe and economical use of electricity.

- To safely and reliably operate the transmission power grid, especially the North – South 500 kV transmission system under the condition of high transmission toward the South.

- Regarding power plant projects: To concentrate on dredging so that ships of 70,000 tons will be docked at Vinh Tan 4 Thermal Power Terminal by the end of 2018 and ships of 100,000 tons will be docked at the beginning of 2019; preparing for commencing construction of Phuoc Thai 1 Solar Power Plant project, etc. In addition, long term environmental protection solutions will continue to be implemented for coal fired thermal power plants as regulated.

- Regarding power grid projects: To complete construction of key projects to supply electricity to the South such as: Binh Long - Tay Ninh, South Saigon - District 8, Long Phu – Can Tho, Long Phu - Soc Trang, O Mon - Soc Trang 220 kV transmission lines (circuit 2), Can Duoc and Sa Dec 220 kV substations, to upgrade capacity of Nhon Trach city and Tan Thanh 220 kV substations; to complete and energize key projects to supply electricity to Hanoi and adjacent areas such as: Viet Tri 500 kV substation, 220 kV branches after Pho Noi and West Hanoi substations, rehabilitation of Ha Dong - Phu Ly 220 kV power line, to upgrade capacity of Son Tay 220 kV substation, etc.

- Regarding equitization and divestment: To persist with the equitization of Power Generation Corporations No. 1 & 2 according to regulations; to strive for finalization of the capital withdrawal from EVN Finance Company (EVNFinance) and continue divesting capital at Dong Anh Electric Equipment Joint Stock Company, Thuan Binh Wind Power Joint Stock Company, Power Engineering Consulting Joint Stock Companies No. 3 & 4 after the Ministry of Industry and Trade approves divestment plans.

- To speed up the implementation and disbursement of rural electrification projects which have been funded from state budget in the 2018 plan. To ensure the electricity supply for shrimp farming and eliminate the sub-connection situations in the southern provinces, especially in the South West region.
