According to EVNSPC, the peak capacity of the power system in the South during peak months in the dry season is projected at approximately 15,017 MW. Although power lines and substations in this region recently experience less severe full load situation, in some areas where loads are highly concentrated such as Binh Duong, Dong Nai, Long An, Tay Ninh, full load situations still occur. Rapid load evolution is closely linked to high economic growth. Therefore, how to preclude overload situations and to meet such a robust load evolution in these areas are critical concerns that need to be properly addressed by the Corporation in 2017.
A lot of 110 kV and 220 kV power network projects are being implemented by EVNSPC in the areas with high power demand growth. Of which, 18 new 110 kV power network projects had been completed and energized in 2016. Two 220 kV network projects which are Long Xuyen 2 220 kV Substation and Can Duoc 220 kV Substation have been urgently performed and are anticipated to be completed in 2017.
In addition, the Corporation regularly maintains their inspection, repair, maintenance activities for substations and power grids in order to ensure that the power grid in areas where power loads are usually abruptly fluctuated will be operated in the most possible stable condition.
Many other important projects performed by EVNSPC have been completed and put into operation since early 2017. Namely, Binh Son 110 kV Substation located at Loc An commune (Long Thanh district, Dong Nai province) has been successfully energized.
The project totally costs VND 83 billion, comprising construction of a new double circuit 110 kV transmission line, a 110 kV substation, and SCADA communication line in connection to the Southern Load Dispatch Center. Putting this substation into operation will facilitate power supply to Binh Son, Loc An industrial zones, meet power consumption demands for residential uses of people in Loc An, Binh Son communes, enhance the stability, safety, reliability of power supply, and help diminish power loss of the grid. In addition, the SCADA and unmanned 110 kV substation project is envisaged to be finished in the first quarter of 2017.
At present, Phu Lam – Hoc Mon 220 kV transmission line rehabilitation project has been accelerated for being converted into double circuit and connection of 220 kV feeders of Cau Bong substation will be accomplished before the dry season of 2017 for precluding overload situation of this line; rural electrification project to supply electricity to unelectrified households, mainly for more than 6,130 households of ethnic minority Khmer people in Kien Giang province (phase 2) is being urgently executed, and projects under phase 3 of the Development Policy Operation funded by the World Bank are ongoing.
In parallel, investment preparatory works of distribution grid rehabilitation and upgrading project in medium and small towns financed by the KfW Development Bank are being performed. 7 110 kV network projects and 12 distribution network sub-projects will be realized in phase 1 of the project.
