Global trends in solar photovoltaic power prices and introduction of auction scheme

This is the theme of the Seminar co-hosted by Ministry of Industry and Trade and the World Bank (WB) on February 21, 2017 in Ha Noi.

r. Franz Gerner – an energy coordinator of the WB said that the WB undertakes to assist solar power development in Vietnam including formulation of a development strategy; implementation of rooftop photovoltaic power panels; training managers and energy experts; and seeking for financial resources to realize the program etc.

According to experts, the biggest challenges for solar power development in Vietnam are that the current tariff mechanism is unattractive to investors, investment rates of solar power are very costly, the Government has not promulgated a specific selling price mechanism for solar energy, etc. On the other hand, investors do not have access to financial assistance resources and mainly uses local funds whereas most of equipment is imported, selling prices hence are soaring.

At the seminar, World Bank and IRENA’s experts proposed a solar energy survey methodology and new solar energy mapping for Vietnam; At the same time, they introduced trends of solar power prices in the world, solar power prices in developing countries, solar power auction mechanism and implementation arrangement, as well as practical experiences in some typical countries.

According to EVN Vice President Dinh Quang Tri, EVN wishes that the World Bank would continue to accompany and assist EVN to mobilize adequate financial resources for developing solar power – a clean and sustainable energy source – in compliance with the objectives set by the Government of Vietnam.

According to the National Renewable Energy Development Strategy, by the year 2030, solar power capacity is targeted at 12 GW in Vietnam.
