The Circular aims to guide the method of setting prices for power system operation and electricity market transaction management from when the Power System and Electricity Market Operator becomes an independent accounting unit.
This Circular applies to Vietnam Electricity (EVN); Power System and Electricity Market Operator from when it becomes an independent accounting unit; other relevant organizations and individuals.
The Circular includes 3 chapters and 14 articles, effective from July 31, 2024; in which it provides detailed instructions on the method of setting prices for power system operation and electricity market transaction management; the method for determining total revenue from the annual dispatching of the power system and the management of electricity market transactions; Method for determining allowable profit; Method for determining total allowable capital cost; Method for determining total allowable operating and maintenance costs; Documents for calculating and adjusting prices for power system operation and Power system and electricity market operation service contract; Responsibilities of related units, etc.
The Circular also clearly states that prices for power system operation and electricity market transaction management are determined annually on the basis of reasonable, valid expenses and allowable profit for the Power System and Electricity Market Operator to perform tasks related to dispatching, operating the power system and management of electricity market transactions in the year.
The Circular takes effect from July 31, 2024.
