Pilot offshore wind power development to complete mechanisms and legal policies

Chairing a meeting for opinions on the draft offshore wind power (OWP) development pilot project, on the morning of July 26, Deputy Prime Minister Tran Hong Ha emphasized that the pilot implementation of offshore wind power development is a process of "doing and completing at the same time" to form the accompanying mechanisms and legal policies fully.

The report of the Ministry of Industry and Trade (MOIT) pointed out a number of major difficulties and obstacles in OWP development related to planning; investment policies and investor selection; market access conditions for foreign investors; investment in the form of public-private partnership (PPP); construction investment implementation and construction licensing; legal regulations on the sea; and determining wind resources as public assets.

In addition, there are issues related to security, national defense, national sovereignty; electricity tariffs; credit; standards and regulations for equipment, construction, fire safety, etc.

Deputy Minister of Industry and Trade Nguyen Hoang Long said that MOIT is also working with Vietnam Electricity (EVN) and Vietnam Oil and Gas Group (PVN) to promote preparations for implementing 2 pilot projects.

The Ministry of Natural Resources and Environment has assigned the sea license to 1 OWP project for export to Singapore, and about 10 OWP projects in the 6 nautical miles area. MOIT can refer to regulations and administrative procedures to apply to OWP projects.

EVN and PVN leaders said that they have implemented preparations to be able to implement the OWP development pilot projects.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha stated that the OWP development pilot project has been proposed for a long time and has received great attention from the Government and the Prime Minister.

"The pilot implementation of OWP development is a process of "doing and completing at the same time" to form the accompanying mechanisms and legal policies fully for each type of project to serve domestic, export, green hydrogen production demands... Therefore, the project is not limited to the two pilot projects of EVN and PVN", the Deputy Prime Minister said and assigned MOIT to urgently complete the project and submit it to the Prime Minister soon.
