According to Decision No. 2141/QD-TTg, the Prime Minister approved the National Power Transmission Corporation (EVNNPT) as the project investor.

The project is scaled at constructing a new 500kV double-circuit transmission line, with a length of about 74.4km from the 500kV distribution yard of Nam Dinh 1 TPP to Thanh Hoa 500kV Substation through the provinces of Nam Dinh, Ninh Binh, and Thanh Hoa.
The project is invested with a total capital of about VND 3,086,827 billion. Of which, the equity is VND 925,830 billion, accounting for 30% of the total investment value allocated according to the plan; Commercial bank loans are VND 2,160,997 billion, accounting for 70% of the total investment (including value-added tax).
The project implementation schedule is from 2023-2025, striving to be completed in June 2024.
The project aims to reduce load and avoid overload for existing 500kV transmission lines to ensure N-1 criteria, especially when the North-Central transmission capacity is high when hydropower plants in the North generated low output; Increase the stable transmission reserve on the North-Central interface, combined with the Quang Trach-Quynh Luu-Thanh Hoa-Nam Dinh 1 Thermal Power Plant-Pho Noi 500kV transmission line sections, contributing to adding capacity from the North Central power sources to the load center in the Northern region; transmit the capacity of Nam Dinh I Thermal Power Plant once putting into operation and thermal power plants in the North Central region as well as renewable energy power plants in the Central region into the National Power System, creating a connection linking regional power grids.
In Decision No. 2141/QD-TTg, the Prime Minister also assigned responsibilities to relevant ministries, branches, and localities in project implementation.
Specifically, the Prime Minister assigned the Ministry of Planning and Investment to be responsible for the contents assigned to evaluate project investment policies according to the provisions of the Investment Law. Relevant ministries and branches are responsible for the content of project investment policy appraisal within their functions and tasks according to the provisions of Point D, Clause 3, Article 69 of the Investment Law and relevant laws.
The Ministry of Industry and Trade is responsible to direct and guide EVNNPT in reviewing and completing project documents as well as selecting technology in the preparation of the Project Feasibility Study Report, ensuring safety, maximizing the role and efficiency of project investment and being suitable for transmission purposes in the national power system.
The Ministry of Natural Resources and Environment is responsible for supporting and guiding the People's Committees of Nam Dinh, Ninh Binh, and Thanh Hoa provinces in allocating land, leasing land, allowing change of land use purpose to implement projects to ensure compliance with land use planning approved by competent authorities according to the provisions of land law.
The Ministry of Construction is responsible for guiding Vietnam Electricity (EVN) and EVNNPT to carry out project investment procedures; supervising and inspecting compliance with legal regulations on investment, construction, land, and related laws.
The Committee for Management of State Capital at Enterprises is responsible for monitoring and evaluating project investment according to the provisions of law, and fully performing functions and tasks for the project investment process according to regulations; Direct EVN and EVNNPT to organize and implement project investment management to ensure investment efficiency and compliance with legal regulations.
The People's Committees of Nam Dinh, Ninh Binh, and Thanh Hoa provinces are responsible for carrying out full procedures in land allocation, land lease, and permission to change land use purposes to implement projects to ensure compliance with land use planning approved by competent authorities according to the provisions of land law. Preside and coordinate with EVNNPT to implement compensation, support, and resettlement of the project to ensure progress, in accordance with land law and other relevant laws.
Thanh Hoa Provincial People's Committee is responsible for coordinating with EVN and EVNNPT to determine the forest area that needs to be purpose-converted for project implementation and is responsible for reporting data and changing forest use purposes to implement the project by the provisions of law.
EVN and EVNNPT are responsible to researching and fully accepting appraisal opinions of relevant agencies during the project’s investment and implementation process; Urgently complete the adjusted environmental impact assessment report and submit it to the Ministry of Natural Resources and Environment for appraisal and approval according to regulations. Closely coordinate with the People's Committees of Nam Dinh, Ninh Binh, and Thanh Hoa provinces to organize project implementation and management in accordance with the law. Coordinate with Thanh Hoa Provincial People's Committee to review and accurately determine the forest area that needs to be purpose-converted to implement the project. In case the forest use area changes the contents approved by the Prime Minister in this Decision, report to the Prime Minister for consideration and decision. At the same time, implement the reporting regime on investment projects according to legal regulations.
