The Directive clearly states that ensuring power supply and maintaining national energy security is the foundation and important premise for socio-economic development, determining the success of the country's industrialization and modernization process.
To firmly ensure energy and power supply security for production - business and consumption of the people in the coming time, the Prime Minister directs the State Steering Committee for important national programs, works, and projects in the energy sector to focus on directing, inspecting, and coordinating and urging the implementation of investment tasks, construction of programs, works and projects of national importance and key energy sectors in accordance with resolutions of the National Assembly and the Government and decisions and directive documents of the Prime Minister;
It is requested to direct, inspect, and urge investors of works, projects, consulting organizations, and contractors to carry out the tasks identified in the approved Planning and Plans, the investment policy of works, projects, or approval decisions of each component project to ensure construction progress and quality of works.
The Prime Minister also requested the State Steering Committee for important national programs, works and projects, key energy sectors to direct and urge ministries and branches and the People's Committees of provinces and centrally run cities to resolve according to their authority difficulties and problems related to site clearance of works, important national projects, key energy sectors and immediately report to the Prime Minister on contents that are beyond authority, and at the same time, propose solutions to submit to the Prime Minister for consideration and decision when problems arise with key and urgent projects.

Also according to the directive, the Minister of Industry and Trade focuses on leading and directing the implementation of a number of specific tasks, especially the plan to implement the National Power Development Plan for the period 2021-2030, vision to 2050 (Power Plan VIII). In particular, focus on implementing tasks to ensure supply for the Northern power system in the coming years such as: Coordinate with the Commission for Management of State Capital (CMSC) at Enterprises, Ministries, branches, and People's Committees of relevant provinces and centrally run cities to direct, guide and support Vietnam Electricity to deploy and accelerate progress to complete as soon as possible the 500kV power line, circuit 3, of Quang Trach - Pho Noi supplying power to the North (striving to complete and energize in June 2024); urgently complete and submit the Dossier set proposing the development of a Government decree on mechanisms and policies to encourage the development of solar power, rooftop solar power installed in people's homes, offices, and industrial parks.
At the same time, preside over and coordinate with Vietnam Oil and Gas Group (PVN) and Vietnam Electricity (EVN) to develop a Decree related to the gas and wind electricity trading mechanism in an abridged form and shall be completed no later than the second quarter of 2024; urgently review power sources in the Northern region, report to the Prime Minister on solutions to speed up the progress of power source projects under construction, solutions to immediately deploy new, specific power sources for each project in the Northern region.
The chairman of CMSC promptly approves according to the law the management and use of state capital for investment, production, and business at enterprises for key investment projects in the energy sector of EVN, PVN, and Vietnam National Coal - Mineral Industries Holding (VINACOMIN); Direct and urge the Board of Members of EVN, VPN, and VINACOMIN to focus on implementing key energy projects, and reviewing difficulties and problems, resolve them in accordance with your authority and only report them to the competent state agencies if there is a problem beyond authority.
The Prime Minister also assigned the Chairman of the Board of Directors of EVN to direct coordination with the National Power System Dispatch Center to develop plans and operating methods for the national electricity system to ensure power supply, pay special attention to supply backup, hydropower availability, and adequate preparation of fuel for thermal power to supply power in the peak time of the annual dry season;
Focus on leading and directing to accelerate investment, construction, and commissioning of power source and grid projects assigned as investors, especially key power source and power grid projects serving power supply to the North such as 500kV line, circuit 3, expanded Hoa Binh Hydropower Plant, Quang Trach I Thermal Power Plant; proactively coordinate closely with PVN in implementing the Block B gas - electricity project chain, ensuring the overall progress of the project chain.
Direct updates and reviews of the balance of power supply and demand, and capacity of the national electricity system, especially for the Northern region until 2025 and until 2030; Direct the implementation of electricity saving throughout the industry, coordinate with the People's Committees of provinces and centrally-run cities and electricity customers to implement electricity saving solutions; promote extensive, effective and substantive propaganda on economical and effective use of electricity to each group of electricity users to raise awareness and electricity usage behavior of people and businesses; At the same time, promote the implementation of demand response programs.
The Prime Minister directed investors of thermal power plants to thoroughly and seriously implement the tasks assigned by the Prime Minister in Directive No. 29/CT-TTg dated December 2, 2019, on continuing to strengthen coal production and business activities and supply coal for electricity production according to market mechanisms; take responsibility for arranging adequate primary amount of fuel for power stable and continuous supply according to mobilization requirements of the power system throughout the life of the plant; absolutely, do not allow a situation where the generating units are ready to generate power but lack fuel, leading to not generating enough capacity or having to stop such units, and so on.
