Hien Luong commune is located in the Hoa Binh Hydropower reservoir area. Previously, the environmental violations in Hien Luong commune were repeatedly occurring with major violations such as encroaching the reservoir to build workshops, littering, catching seafood with mines, electrifying in extirpative manner, etc., but so far, there is no violation of the hydropower reservoir corridor in the whole commune, the aquaculture is implemented in accordance with standard process, while the extirpative exploitation of aquatic products is no more abused.
Vice Chairman of People’s Committee of Hien Luong Commune Dinh Van Huy said that the people of commune are well aware of their health, livelihood, incomes being threatened seriously if they do not protect the environment of hydropower reservoir, simultaneously, it will also affect the performance of the hydropower plant. Therefore, over the past years, the Party Committee, and People’s Committee of the commune have mobilized the whole political system to “jointly sharing” the task.
Every year, the commune organizes campaigns with core forces such as Youth Union, Women’s Union, etc., to collect rubbish and clear trees surrounding the reservoir. The commune loudspeaker system continuously broadcasts message on the role of hydropower as well as benefits of the environmental protection and hydropower reservoir’s water resource protection. Particularly, the Youth Union of Hien Luong Commune cooperated with Youth Union of Hoa Binh Hydropower Company to organize many lively, practical and effective propaganda activities.
Fish farming in cages at Hoa Binh Hydropower Reservoir
At the caged fish farming area on hydropower reservoir, Hien Luong Commune People’s Committee Vice Chairman Dinh Van Huy said that with the characteristics of highland communes, the local people’s incomes come mainly from aquaculture and agroforestry, of which aquaculture and fishing accounted for about 20% of the commune’s total income with more than 200 labours taking care of more than 300 fish cages. The commune has cooperated with relevant agencies, instructing people to do business in a scientific way, seat fish cages in places that do not affect the reservoir’s water flow.
Mr. Luong Phu Thanh’s family has moved to the area of Hoa Binh Hydropower reservoir since 1991. All daily and raising activities of the family are taking place on the water here. With the propaganda and dissemination made by Hien Luong Commune and Hoa Binh Hydropower Company, the hygiene of his family’s in the reservoir area has positively changed and well-implemented.
Mr. Dinh Cong Tien’s family in Ke village, Hien Luong commune, Da Bac district, Hoa Binh province has raised 4 fish cages in the reservoir area since 2004. Previously, the family did not pay much attention to collecting rubbish when cleaning fish cages, now, after being propagandized about the hygiene, the family has made many positive changes.
According to Mr. Phan Dinh Hoa - Deputy Director of Hoa Binh Hydropower Company, every year, Hoa Binh Hydropower Company conducts testing and analyzes water quality. The results showed that the water quality of Hoa Binh reservoir met the required standards. After success in Hien Luong commune, the Company will continue to assign the Youth Union to cooperate with the communes’ authorities in the reservoir area to promote propaganda work of protection of water resources and reservoir corridors.

- Capacity of over 9.4 billion m³, of which capacity of flooding control is 5.6 billion m³.
- There are 196 villages of 53 communes and 11 districts in Hoa Binh and Son La provinces in the area of reservoir.
Hien Luong commune:
