Science and technology development of power sector: Striving to achieve world advanced level by 2030

Resolution No. 11-NQ/DU made by Vietnam Electricity’s Party Committee on Science and Technology (ST) development by 2020 with a vision to 2030 states that by 2030 most of production - business and customer services fields shall achieve the world advanced level, meeting the requirements of an industrial country.

Breakthrough from ST application

Over the past years, the ST activities of Vietnam Electricity have made positive changes and achieved a lot of high results in researches of applying scientific and technological achievements in the field of production - business and customer services. Many key power projects are invested with advanced and modern technologies, contributing to promoting science and technology level in the Power sector to approach the regional advanced level.

Specifically, the capacity of gas turbine unit increased to 330MW/unit; thermal power unit reached 300-330MW, coal thermal power unit reached 600-660MW. The technology of Roller Compacted Concrete Dams is an advanced technology that has been used in Vietnam.

The transmission system has been constantly expanded with many lines and substations with the voltage rating of 500kV, substations with gas insulating technology, etc.; The Group has put into operation the data collection and monitoring control system at National Load Dispatch Center and three others in the three regions, etc.

The Group's internal capability in ST has been increasingly improved, step by step enhancing technical infrastructure for production, business, customer services and construction investment. The ST management has been gradually renovated and brought in practical efficiency. Specifically, the first 500kV transformer with the capacity of 3 x 150MVA was manufactured and put into operation in 2011; conducting investment in the construction and purchase of equipment for key high-voltage, hydraulic laboratories; Gia Sang anti-lightning laboratory; fuel and biogas laboratory, etc.

In overall, there have remained certain shortcomings in the ST activities. The current organizational model of EVN has been structured without focal unit to implement ST research, development and application; the ST research capacity in the Group has been still in limitation; the ST capacity of technical staff has not matched with the increase in ST application level in modern equipment received and operated in the electricity system.

The level of technology transfer in investment projects of work construction, procurement of equipment has been not synchronous. As the project operator, product user, EVN’s main concern is only in the scope of guidance for use, exploitation and operation without technology transfer contracts for achieving the highest efficiency.

Solution to promote effectiveness

EVN’s Party Committee sets the target by 2020 that the sector’s ST shall reach the development level of the group of leading countries in ASEAN; by 2030 most of the industries reach world advanced level; Electrical ST shall meet the requirements of an industrial country. Thereby, ST resources will be effectively mobilized, contributing to increase labour productivity in the Group, surpassing the national average level by two times; a staff of ST officials with high levels, enthusiasm, devotion will formed and at the same time ST research organizations and leading ST experts will developed.

To fulfill these tasks and target, from 2018, 4 groups of solutions should be focally implemented as follows:

1. Innovating thinking and awareness, strengthening leading role of the Party committees at all levels, leaders of agencies, units and mass organizations; promoting initiatives, creativity in ST development, application. Assigning the ST objectives and tasks to the tasks of agencies and units at the same time.

2. Concentrating resources on the development, application of modern source and power grid technology with high efficiency, ability of saving materials and fuel and the environmental protection; extensively using of high technology in business and customer services. Specifically, the clean, advanced coal technology is applied such as supercritical, over supercritical furnaces, etc. Using units with large capacity to increase power generation efficiency, with coal-burnt units, minimum capacity can be gradually increased from 600MW to 1000MW.

By the end of 2017, completing installation of 100% electronic distance meters for all items in boundary, upstream locations to serve power transmission and distribution between the units managed by the Power Corporation, General meters of public substations, specialized meters of substations for electricity customers. By 2020, completing installation of electronic meters after public substation for customers, etc.

Studying and developing wide-area monitoring, protection systems, automatic incident prevention and isolation systems. Applying unmanned, remote control mode for substations. By the year 2020: 100% of 110kV stations, 60% of 220kV stations shall be unmanned stations; striving at 50% 500kV substation is semi-manned station.

3. Continuing to renovate the organizational system, management and operation mechanism, paying attention to developing the staff of ST officials.

4. Developing an appropriate roadmap and prioritizing key tasks. In 2017 and 2018, priority will be given to completing of organization, management; governance, operation; production and operation, construction investment; business and customer services. In 2019 and 2020, completing a system of the information technology infrastructure for competitive electricity wholesale market and studying on the construction of infrastructure for competitive electricity retail market; studying to upgrade, replace and remove any equipment with backward technologies, not meeting environmental standards; completing management, administration and service provision systems at level 4 under public services in accordance with the Prime Minister’s Decision No. 31.
