Technical design and construction cost estimates of Ialy Hydropower Plant Expansion Project approved

The Member Board of Vietnam Electricity (EVN) issued Decision No. 207/QD-HDTV dated 11 November 2020 approving the technical design and construction cost estimates of Ialy Hydropower Plant Expansion Project.

Ialy Hydropower Plant Expansion Project, which is invested by EVN, will be built 400m away from the existing operating Ialy Hydropower Plant (720MW). The project site is located in Ya Tang commune (Sa Thay district, Kon Tum province) and Ia Mo Nong commune, Ia Kreng, Ialy town (Chu Pah district, Gia Lai province).

As stated in the Decision, the to be implemented Ialy Hydropower Plant Expansion Project shall ensure the principle that all the components of the existing Ialy Hydropower Plant shall be kept intact; the design and construction of the new energy tract and the new plant shall be on the left side of the existing energy tract, and shall be independent of the items of the existing Ialy Hydropower Plant, including main items such as: channels to water intakes, water intakes, water tunnel, pressurized tower, penstocks, power plant, downstream discharge channel and the system connecting the plant to the national power system, and so on.

The expansion of the Ialy Hydropower Plant is calculated following a number of principles: In the dry season, water shall be gathered and used for power generation during peak hours; the head of water of power units of the expansion project for generating power shall be similar to that of the existing ones without reducing water efficiency for power generation.

The purpose of expanding the installed capacity of Ialy Hydropower Plant is to increase the dispatchable capacity for the demand in the South, especially during peak hours. This will contribute to improving the working regime of the power system (increasing peaking power and energy for load-curve coverage, increasing operational flexibility, increasing reliability, safety, etc.), thereby contributing to reducing the production cost of the system; at the same time, maximizing the capacity of the flow by limiting the annual excess discharge, increasing the annual average power output value of about 223.60 million kWh/year, contributing to reducing the annual fuel costs, reducing CO2 emissions and reliance on fossil fuels, reducing the working intensity of the existing units, thereby prolonging the lifetime of equipment, saving maintenance and repair costs.

Ialy Hydropower Plant Expansion Project is expected to commence in Q2/2021; Power unit 1 (180MW) is expected to start generating in Q2/2024, Power unit 2 (180MW) in Q3/2024 and the project is expected to be complete in December 2024. The total project is estimated  to cost over VND5,575 billion.
