Speaking at the meeting, EVN’s Vice President Ngo Son Hai stated that in recent times, to ensure electricity supply, EVN has coordinated with the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to maintain water of hydropower reservoirs in the Northern region at the highest level possible before entering the hot season.

However, the remaining storage of Cua Dat reservoir (Thanh Hoa province) is only 60% (due to serving the Winter-Spring crop cultivation). With the forecasted tense electricity supply situation in the North, Hua Na and Cua Dat hydropower plants will be highly dispatched during peak hot months.
According to calculations by the National Load Dispatch Center, to minimize risks in power supply, the water level of Hua Na reservoir needs to be kept at a minimum of 225.8m, Cua Dat at 94.25m by the end of April (according to the annual plan) to support the system in both capacity and electricity output during the peak months of May, June, and July. However, with the current poor water inflow situation, it is difficult for the above reservoirs to ensure water level as planned.

In order to meet the goal of harmonious and reasonable water use, especially in the context of the dry season in 2024 when the Northern power system faces many difficulties in power supply, EVN proposed utilizing and saving water to the maximum extent in the spirit of ensuring downstream water use needs. EVN also asked the People's Committee and the Department of Agriculture and Rural Development of Thanh Hoa province to direct companies exploiting irrigation works to make the most of the water discharged from hydropower plants’ operation during the day to pump water to improve water usage efficiency.
