The Activities of Investment and Business and Production in the first 9 months of 2016

The generating unit No 1 with the capacity of 622.5 MW has been successful synchronized at 23 hours 52 minutes on September 15, 2016. The highest power in the first synchronization by HFO fuel of the unit is expectedly 150MW. At present, the contractors continue to perform the tests according to the provisions of the contract to run the unit reliably in September 2016 and to put the unit into official operation in December 2016.

I. Investment and Business and Production in the first 9 months of 2016

1. Production,Business,  and Supply of Power:

In September and in the first 9 months of 2016, the Vietnam Electricity has strived to supply power adequately and safely for the economic and social development and living conditions of the people.Especially,  the EVN has guaranteed the supply of electricity to serve the 12th National Party Congress and sessions of the National Assembly, Central Party Committee, serving national and Tet holidays as well as  national exams.

In the six months of the dry season beginning  2016, while in the northern region, the water flow to the main river (Da river, Lo river, Gam river)  was quite good, reaching approximately the average value for many years, the flow to the other rivers in the Central, Highlands and  Southern regions was low due to heavily adverse impacts of the El Niño phenomenon.  Within 3 months of the rainy season (from July to September), the flow to most of the rivers in the Northern, Central, Highlands and Southern regions was very low. The total volume of water to the hydropower reservoirs up to the end of September 2016 was 1.95 billion m3lower than that of the same period in 2015 ; 29.3 billion m3 lower than the average value for many years.In that context, EVN and its subsidiaries closely coordinated with the Ministry of Agriculture and Rural Development, General Department of Irigation and local authorities regulated the hydropower reservoirs to supply water for the living,  agricultural production, to fight against salt marsh for the downstream areas, especially in   the central region and the Highlands suffering  a serious  and lasting drought.

a. The targets of production and sales of   electricity were exceeded over the plan

- The energy for the whole power system  in September 2016 reached 15.57 billion kWh. Cumulatively, the energy for 9 months reached 136.74 billion kWh, an increase of 12% compared with the same period of the previous year.

- Energy from production and purchase  in September 2016 reached 15.1 billion kWh. Accumulatively, the energy for 9 months was 132.2 billion kWh, increase of 11.23 % compared with the same period of the previous  year, of which  energy produced totaled 61.9 billion kWh, an increase of 23.6%; hydroelectric power accounted for 34.69%, coal-fired thermal power accounted for 37.25%, gas turbine accounted for 26.38%, oil fired thermal power accounted for 0.89% of thermal power, energy imported accounted for 0.88% (in September 2016 the purchase of power from China continued to be postponed).   

- Energy for sales in September 2016 reached 14.16 billion kWh. Accumulatively, the energy for sales in 9 months reached 118.87 billion kWh, increasing 11.32% over the same period, of which the domestic energy for sales reached 117.9 billion kWh and increasing 11.4%   (increase of 12.23% in the North, 10.53% in  Central, and 11.23% in the South);energy for    industry- construction increased 10.35%, for   commercial services increased 18.07%,  for  management and household consumption increased 10.1%.

b. The technical and operational targets

The power flow in the first 9 months of the year 2016 was mainly from North and Central to the South. The highest transmission capacity was on the 500kV |Ha Tinh – Da Nang transmission line   (Pmax ~ 2,100 MW) due to high exploitation of the coal fired thermal power plants and hydropower plants in the North to save water for the hydropower plants in the Central and Southern Vietnam.   

The power losses of the whole EVN in 9 months was 7.95%, reducing 0.1% from the same period of the previous year. The  power corporations  reduced power losses compared to the same period of the previous year.

c. Implementation of the customer service  targets

The implementation of the targets of customer service of the EVN units was better than the year 2015. Namely: 95.86% of customers were reconnected to the power supply after faults  within 24 hours; 98.47% of customers in the city and urban areas had meters installed for the household consumption within 3 days if requested;  99.72% of the customers in the rural  areas had meters installed for household consumption within 5 days; 99.75% of the customers had meters installed for other purposes   within 7 days ...

Putting into operation the contact centers of the power corporations- marked a great change in terms of quality and quantity  in the customer service of EVN. Accumulatively in 9 months of 2016, the Contact Centers received nearly 2 million requests from the customers and processed at the rate  of 99.11%.

As for the target of the power access index:  Cumulatively for 9 months, the  power corporations provided new connections for 7,262 medium voltage customers with the average duration of the work handled under the responsibility of the power corporations of 7.18 days. The number of the new connections handled by the power sector works within 10 days was 7,217, reaching 99.38%.

2. The implementation of the investment projects:

In the first 9 months of the year 2016, most of the important generation and grid projects were basically implemented in accordance with the planned schedule. All the units made great efforts in directing and implementing the projects.

a. For power generation:

- Three generating units were synchonized with the power grid with total capacity of 1,282 MW, comprising: unit No 2 of the Lai Chau hydropower project (400MW); unit No 2 of the  Huoi Quang hydropower project (260MW); unit No 1 of the Duyen Hai 3 thermal power project (622MW).

- The Vinh Tan 4 thermal power plant extension project was commenced (600MW).

- The target of flood control in 2016 was fulfilled for Huoi Quang, Lai Chau, Trung Son and Thac Mo Extention hydropower projects. 

-Environmental protection at the power plants: EVN has directed its subsidiaries to continue implementation of environmental solutions as stilpulated,  especially for Vinh Tan and Duyen Hai Power Centers.

- Forestry plantation: The transfer of the fund for forestry plantation as a replacement to the Forestry Protection and Development Fund was completed in accordance with the contracts between the Power Project Management Boards and the local authorities.    

- The Song Bung 2 hydropower project could not generate power as scheduled in 2016 due to the fault of the gate No 2 of the diversion tunnel    (taking place on September 13, 2016).   Currently, EVN and EVNGENCO2 are coordinated with Fault Investigation Team of the Ministry of Industry and Trade and  the local authorities to urgently implement remedial measures, and adjust generating schedule of the generating units

b. For power grid:

In the first 9 months of the year 2016, 182 transmission projects from 110 kV to 500 kV were energized  including 7 projects of 500 kV, 29 projects of 220 kV and  146 projects of 110kV.  The commencement for 150 grid projects from 110 kV to 500 kV was implemented including 3 projects of 500 kV, 14 projects of 220 kV and 133 projects of 110kV.

Power projects to supply rural, mountainous, island areas

- The project to connect the national grid to the Cai Chien island commune  of the Quang Ninh province ( the last commune of the province having been connected to the national grid)  and  the Marine Cable Project to supply power to Tan Hiep  province had the power grid) and project powered by cables to the island of Tan Hiep island commune (Cham Island)-Quang Nam province.

- Three out of five projects under the  Electrification Program for the rural , mountainous and island areas for 2015-2020 were commenced  and funded from from the national budget for 2016 . These were the rural energy projects  in the provinces of Ca Mau, Hau Giang and Kien Giang. The two remaining rural projects to supply power in the provinces of Khanh Hoa and Lang Son are planned to be commenced in October 2016.

- The rehabilitation projects funded by kfW, ADB, WB and the rural energy projects using the national budget  in Son La, Lai Chau, Bac Kan and Nghe An were continued to be implemented. 

- The project to provide electricity for more than 1,500 households that have not been connected to electricity of the three districts of Than Uyen, Tan Uyen and Phong Tho of the Lai Chau province was implemented under the Program 30a.  

c. Financing arrangement and disbursements: the investment value of the whole EVN in the past 9 months was estimated VND 98,052 billion (equal to 73.98% of the plan), the value of disbursements reached VND 77,216 billion (equal to 58.26% of the plan).

3. The withdrawal of capital, reduction of capital and equitization   

The progress of the equitization of the  GENCO is as follows: (i) the Ministry of Industry and Trade submitted to the Government for the approval the alternative of equitization of the  EVNGENCO3 and currently EVNGENCO3 is   collaboration with consulting company to work with the State Auditors on enterprise evaluation in accordance with the direction by the Prime Minister; (ii) the EVN has submitted to the Ministry of Industry and Trade for approval the   cost estimate for equitization of EVNGENCO1  and considered the documents  of enterprise evaluation of EVNGENCO1; (iii) the EVN has established  the Steering Committee and Working Committee for equitization of EVNGENCO2.  

II. The tasks to be implemented in October, 2016:

Expectedly in October 2016, the load of the power system can reach 515 million kWh per day, the peak load is  about 28,250 MW. The available capacity of the national power system range from 30,000-31,500 MW (excluding the oil-fired thermal power generation). So in October, 2016, the power system can meet the load demand with redundancy.

The objective of operating the power system in October  2016: reasonable exploitation of the hydroelectric plants to ensure  water supply for downstream areas and water storage in the end of the year. The priority is given to the water storage of the reservoirs in Southern Vietnam and Highlands because it is the end of the flood season and the water flow is low. High exploitation of the  coal and gas turbine thermal power plants will be made, especially the thermal power plants in the South. The safe operation of the 220 kV - 500 kV power transmission system, especially the North – South transmisison lines  will be ensured to supply power for the South.

For investment: in October, 2016, the generating unit No 2 of the Duyen Hai 3 Thermal Power Plant will  synchronized with the national grid; the acceptance for gate closing for water storage of the Trung Son hydropower project is implemented. 

For the power grid: The energization will be completed for the following projects :  220 kV Phan Thiet - Phu My 2 transmission line; installation of the transformer AT2 at the 500 kV Pleiku 2 substation, the remaining 220 kV branch after the Pho Noi 500 kV substation. The 110 kV projects are commenced at the  220 kV Long Bien,Dong Anh and West Hanoi  substations. The implementation for supplying power to the island communes of Lai Son and Hon Nghe (Kien Giang province) is sped up.     

For the flood control: EVN continues to steer its susidiaries, the power corporation/power companies and hydro-electric companies actively to prepare the alternatives for storm and flood control, alternatives for protection and safe operation of the reservoirs to deal promptly with the extraordinary happenings of weather and natural disasters;  to promote the propaganda using electricity safely in  the rainy  and storm season,  power supply situation, efficiency and savings of energy.
