The Hydro Power Plants on the Da River Cascade Are Ready for Flood Control in 2017

This was confirmed by Mr. Chu Ngoc Anh-Minister of the Ministry of Science and Technology, Chairman of the Science and Technology Advisory Committee on  safety of the hydropower system on the Da river  Cascade at the regular meeting of the Committee that took place on 5 July 2017 in Hoa Binh province.

Science and Technology Advisory Committee assesses that the hydro power plants on the Da River cascade are operated safely.

Mr. Chu Ngoc Anh comments that EVN and the  hydro power plants on the Da River cascade fulfilled their responsibility of management, operation of the power plants and reservoir regulation operations, reservoir. In addition, the monitoring and measurement of the parameters showed that the power plants were operated safely and stably, the preparation for flood control in 2017 was well done.   

The Chairman of the Advisory Committee recommended the Ministry of Natural Resources and Environment to review and deploy an automatic precipitation monitoring system; guide on the construction of the specific hydro-meteorological stations on the Da River basin to enhance the quality of forecast and support the decision making process during management and operation; at the same time formulate the high flood forecast alternatives in case the information of operational regimes of the reservoirs in China is not sufficient.   

The Chairman of the Advisory Committee also recommended the Ministry of Industry and Trade and EVN to shortly issue the single reservoir operation process since the hydropower cascade on the Da River was basically completed (including the Lai Chau, Son La, Hoa Binh hydropower plants located on the mainstream of the Da river, Huoi Quang – Ban Chat hydropwer plant located on the Nam Mu river, a branch of the Da river).  

According to Mr. Ngo Son Hai, Vice President of EVN, the hydro power plants on the Da River cascade plays an important role in ensuring the power supply of the national power system. Specifically, the total power output of 5 power plants in the year 2016 and the first 6 months of 2017 was 24.69 billion kWh and 10.09 billion kWh respectively, accounting for 13.5%  and 10.57% of the total generated power output of the entire power system.

In addition, the above hydro power plants could control many high flood  peaks, at the same time provided sufficient water for the downstream areas. For the first two months of 2017, EVN has collaborated with the Ministry of Agriculture  and Rural Development, Directorate of Irrigation supplied water from Hoa Binh, Thac Ba, Tuyen Quang reservoirs serving the production of winter-spring crop for the Midland and Northern Plain provinces with the total water volume of 4.67 billion m3.

According to Mr. Nguyen Xuan Anh, Director of the Global Physics Institute, up to 2017, the earthquake monitoring system of the hydropower plants on the Da river cascade includes 36 earthquake monitoring stations, meeting the requirements of earthquake monitoring  and at the same time provides sufficient data for the North-Western Earthquake studies.
