Resolution 30a/2008/NQ-CP of the Government was issued on 27 December 2008 on “the rapid and sustainable poverty reduction support program for 61 poor districts" (referred to as Program 30a to support poor districts) with the general objective: Create a faster change in the material and spiritual life of the poor, ethnic minorities in poor districts. Implementing Program Resolution 30a, EVN is assigned to support 03 districts of Than Uyen, Tan Uyen and Phong Tho of Lai Chau province.
Focusing on EVN's strength of supplying power to households as a premise for the family economy development, improving the material and spiritual life of poor households and some other supports, in the period from 2009 to the end of 2021, EVN has implemented the program and basically completed it’s contributing to an average annual reduction of more than 6% of poor households for the districts which are highly appreciated by Lai Chau Provincial People's Committee and the people of the 03 poor districts.
EVN has used capital sources to invest in rural power grids through projects: Rural Energy II using WB loans, Project on Renewable Energy Development and expanded power grids renovation for remote communes and areas using ADB loan and rural power supply project from Lai Chau province's national grid to supply power to communes, villages and households without electricity in 03 districts of Than Uyen, Tan Uyen, Phong Tho. The program to develop and expand the rural power grid, supplying power to each household has great social significance, bringing practical effects to the locality and has greatly contributed to improving the living conditions of people in rural and remote areas of the districts.
The rural grid development program has contributed to bringing Lai Chau from the province with the lowest percentage of access-to-electricity households in the country (only 37% of communes and 29.4% of households had access to electricity in 2009) to 100% of communes access to the national grid by 2015. By the end of 2020, over 95% of households have accessed-to-electricity, 6 months ahead of the Resolution of the 13th Lai Chau Provincial Party Congress for the 2016-2020 term. In 2021, the percentage of access-to-electricity households is 97.04%, reaching the target of the Resolution of the 14th Lai Chau Provincial Party Congress for the 2021-2025 term. Total expenditure on rural power grid investment and development in the three districts in the period 2009-2021 reached over VND 848 billion.
In addition to performing the power supply task, EVN also performs many other supporting contents, including support to remove temporary houses for 2,511 households, build 56 "semi-boarding houses", build kindergartens for 24 preschools, construct vocational training centers, boarding and semi-boarding schools, support for vocational training and job placement, support for cement construction of rural roads, train agricultural and forestry extension, support for agricultural production models, support other medical items, support essential supplies for semi-boarding students and repair and guidance for poor, ethnic minorities and resettled households use electricity safely and economically, etc. Over the past 13 years, the total cost of Program 30a that EVN has implemented is VND 980.2 billion.
Also in the series of Program 30a summarizing implementation events, on 21 April 2022, EVN and Lai Chau Provincial People's Committee held the inauguration of the Mu Sang Semi-boarding Primary School for Ethnic Minorities, Phong Tho District, this is a school site supported by EVN under the 30a program.
