The Infrastructure Index PCI is built based on survey findings on enterprises' perceptions of infrastructure quality across provinces and cities and published data sources. The Infrastructure Index consists of four sub-indices: (1) industrial zones/clusters; (2) roads; (3) electricity; (4) telecommunications; (5) other infrastructure.

FDI enterprises continue to highly appreciate the electricity area, in which enterprises in the service and trade sector have the most positive assessment for this essential infrastructure of production and business activities. Electricity (4.69) and telephone (4.69) on a scale of 6 are the two areas that are most appreciated by FDI enterprises in 2021, these are the two areas that have received positive assessment of enterprises for many years.

FDI enterprises in the service and trade sector also have the most positive assessment of the quality of electricity supply and connection. Although some enterprises are still facing difficulties in carrying out project investment procedures, procedures for electricity supply and water supply, drainage have been viewed more favorably.
In addition to the PCI assessment of infrastructure, getting electricity also continues to be highly appreciated with regards to efforts to reform the business environment. Also according to the PCI Report 2021, getting electricity is one of the two areas most appreciated for efforts to reform the business environment with 72.4% of positive reviews from enterprises.
